Haibowan commune was established in 1961, and it became even more famous in 1981. In 1996, xiahaibowan Street covers an area of 105 square kilometers and has a population of 29000. It has jurisdiction over 11 neighborhood committees in No.1, No.2, No.3, No.4, No.5, no.6, No.7, Qiaotou, Hedong, Guoyuan and No.5 districts. In 2002, xiahaibowan town had 8 neighborhood committees in Zhenbei, Hedong, Qunan, Bailou, Lutong, Guoyuan, Wuqu and Shunda; Wuyi Township had 12 administrative villages in Heyuan, zhonghainan, zhonghaibei, zhongheyuan, Fuyuan, Lvyuan, Xinyuan, Xingfu, Xinyi, wangyuandi, Hongxing and beiheyuan. In 2006, Wuyi Township and xiahaibowan town merged to form Binhe street.
