In 1919, Haiqing town was set up, belonging to the third district of Suiyuan county. After the fall of Northeast China, it belonged to the Second District of Fuyuan County and set up Haiqing village. In 1949, Haiqing district was changed. In August 1952, Haiqing village was changed. In 1956, Haiqing township was changed. In 1958, the township changed into a commune. In April 1984, the commune was transformed into a township.
