Beiquan town of Shihezi city is located in the southern margin of Junggar basin, the West Bank of Manas River and the northern suburb of Shihezi city. The area is 475 square kilometers. 51698 people (2017), with a GDP of 60.63 million yuan in 2002, of which the secondary and tertiary industries accounted for 52%.

In October 2016, Beiquan town was selected as the first batch of small towns with Chinese characteristics. Beiquan town is listed as the first batch of national new urbanization comprehensive pilot areas. Small town construction
