Xiaoguai Town, belonging to Karamay District, Karamay City, Xinjiang Uygur Autonomous Region, is located in the south of Karamay District, the north foot of Tianshan Mountain, the northwest edge of Junggar Basin and the hinterland of gurbantongzhante desert. It is adjacent to sidaohezi Township, Shawan County, Tacheng area in the East, qianshanlaoba in the south, comprehensive agricultural development zone of Karamay City in the West and Baijiantan District of Karamay City in the north In 2017, it covers an area of 1263.94 square kilometers and has a permanent population of 1178.
In 1907, Xiaoguai set up a post station, which is one of the seven post stations from Suilai county (now Manas County) to Altay. In 1929, Xiaoguai became a township in Shawan District. In 1957, the township government moved to Xiaoguai village. In June 1959, Xiaoguai Xinguang commune was rebuilt. In 1983, Xiaoguai Xinguang commune was renamed Xiaoguai commune. In March 1985, Xiaoguai commune was transformed into a township. As of October 2019, Xiaoguai township has jurisdiction over Tuanjie new village, Xiaoguai village, harmony village and Xiaoguai Ranch Living area.
In 2011, the per capita net income of farmers in Xiaoguai township was 12404.2 yuan; there were 48 commercial outlets and 168 employees; two banks, Agricultural Bank of China and postal savings bank, opened branches and two business outlets.

In 1957, the township government moved to Xiaoguai village.
On March 2, 1959, Xiaoguai township was under the jurisdiction of Karamay City.
In June 1959, Xiaoguai Xinguang commune was rebuilt.
In 1983, Xiaoguai Xinguang commune was renamed Xiaoguai commune.
In March 1985, Xiaoguai commune was transformed into a township.
