In 1958, Liancai township was abolished and Shenlin township was established; in October of the same year, Shatang Township and Shenlin Township were abolished and Xianfeng commune (in shatangpu) was established. It was renamed Shatang commune in April 1959.
In November 1961, the United finance commune was established by Shatang commune. In January 1963, four brigades of yangyehe, xintaoli, shangjiancha and xiacha in Fengling commune, four brigades of shuangcun, Xinping, Yuecun and Shenlin in Liancai commune, two brigades of yinwa and Guanyin in Zhangcheng commune and Pangzhuang in Shatang commune were set up as Shenlin commune. In January 1984, the commune was changed into a township.
In 1996, it covers an area of 50 square kilometers and has a population of 12000. It governs 12 administrative villages including Shenlin, Yanzhuang, Shangbao, Pangzhuang, Guanyin, Yincha, Yuecun, Xinping, shuangcun, Taoli, yangyehe and Xiaocha.
In 2006, it has jurisdiction over seven administrative villages: Shenlin, Pangzhuang, Xinping, Shuang, yangyehe, Guanyin and Yuecun. The "12th Five Year Plan" involves the poor living environment of the whole villages of Guanyin and Yuecun, as well as Shenlin, Pangzhuang and shuangcun.
