Huianpu town
Hui'anpu town belongs to Yanchi County, Wuzhong City, Ningxia Hui Autonomous Region. It is located at 106 ° 30 ′ ~ 107 ° 47 ′ E and 37 ° 04 ′ ~ 38 ° 10 ′ n. It is located in the southwest of Yanchi County, 87 kilometers away from Yanchi County. It is bounded by tianshuibao Town, Huan County, Gansu Province in the south, Taiyangshan Development Zone in the west, dashuikeng town in the East and Fengjigou Township in the north.
In 2003, the administrative division of Yanchi County was adjusted by merging huianpu town and Mengcheng town to establish a new huianpu Town, with a total area of 1289.2 square kilometers and a population of 25460 (2017), which governs 13 villages and 1 community. In 2013, huianpu town achieved a GDP of 687 million yuan, an increase of 13%.
In December 2017, it was named as the seventh batch of demonstration towns for national unity and progress.
Evolution of organizational system
In the Qin Dynasty, Huianbao was the place of Xirong. In 221 BC, the first emperor of Qin unified the whole country and carried out the system of prefectures and counties. In the Western Han Dynasty, Lingzhou and lingwulian counties were set up in the Ningxia Plain, under the jurisdiction of Beidi county. in the Qin and Han Dynasties, Huianbao was first located in Fuping County, and then in Lingzhou county. during the Wei, Jin and southern and Northern Dynasties, Huianbao was still under the jurisdiction of Lingzhou. In the Western Wei Dynasty and the Northern Zhou Dynasty, Lingzhou was the highest administrative organ in Ningxia, which managed the vast area including Huianbao. In the Sui Dynasty, Lingzhou was changed into Lingwu county. Huianbao is under the jurisdiction of huile county. in the Tang Dynasty, Huianbao was located in WENCHI county. WENCHI county was built in 705, the first year of emperor Zhongzong of Tang Dynasty. It got its name because it was built beside the hot spring. This is the earliest administrative name in Huianbao history. in the Tang Dynasty, after Li Shimin, Emperor Taizong of the Tang Dynasty, went to Lingzhou to meet with the leaders of tiele's various ministries, the Dangxiang nationality and the Yanshan Zhulong nationality were resettled in WENCHI county. There are ruins of several ancient cities in the northwest of Huianbao today. Four kilometers to the north, there is a ruins in the sand dune on the west side of the highway. There are fragments of black pottery of the Tang Dynasty scattered nearby, which is probably the site of WENCHI county. during the Five Dynasties and Ten Kingdoms, huianpu was still the land of WENCHI county. In the Northern Song Dynasty, Dangxiang people established Xixia regime in Ningxia plain. In the Yuan Dynasty, the salt in huianpu was sold to the south. in Ming Dynasty, the system of guarding was implemented in the border areas, and a thousand households were set up in Lingzhou. Hui'an was under its jurisdiction. After the establishment of Huianbao, troops were stationed and reclamation was carried out. Huianbao got its name from here. in the Qing Dynasty, the establishment of administrative districts followed the Ming system, and the Wei system was abolished in the third year of Yongzheng (1725). Ningxia has a prefecture and four counties. One of them is Lingzhou, which governs 36 fortresses, of which Huianbao is one. in the late Qing Dynasty, political corruption, invasion of Western powers, peasant uprisings broke out constantly, and the people were displaced.

In the second half of 1937, in order to confront with the Soviet government of Yanchi County, Ma Hongkui decided to set the government of Yanchi County in Huianbao, and divided the four fortresses not liberated by the Red Army into two townships, namely Huianbao Township and niupigou township. In 1940, Weizhou, Xiamaguan, guankouwan in Luoshan and Hongsibu in Jinji county were divided into Yanchi County. In August 1948, part of huianpu was liberated (i.e. all the first and third townships under the jurisdiction of the six districts, and a small part of the second township). Lishan district was established, which governed three townships. First, it was managed by Ningxia Working Committee, and then it was handed over to Yanchi in October. In November, Ningxia working committee also handed over tianshuipu district to Yanchi. In June 1949, Lishan district was managed by Tianshui center. In August, it was still handed over to Yanchi and changed to six districts. In August 1949, Huianbao was liberated. in 1958, the people's commune was established and renamed Xianfeng. It was named Huianbao commune in the first half of 1961 and xiningbao commune in the second half of 1961. named Hongxing commune in 1968 and Huianbao commune in 1970. In 1950, six districts governed five townships, which were numbered as one, two, three, four and five townships. In 1955, the first, second, third, fourth and fifth townships were changed into Huianbao Township, xiningbao Township, langbuzhang Township, Yanji Township and Fengjigou township. In 1956, seven districts (Mahuangshan) abolished shijiatianchi Township, and 15 villages, including zhaojiawopeng, shijiaquan, shigougang, luanyaozi, maicaozhang, cuixinzhuang, raojiatai, mafujing, tianpingliang, honggouyan, beiyaozi, shijiahechang, Dongquan, zhangjiashapo and shijiatianchi, were put under the management of Mengcheng rural area, and Mengcheng rural area was put under the management of six district committees . Fengjigou township was withdrawn from the six districts, and five villages, including hongjingkeng, were merged into Yanji township; 14 villages, including kujing, jinggou, Xikeng, qiangjiatan, xizikeng, Nantan, Fengjigou, wangchongzhuang, Laozhuangzi, jiajiatai, qiaojiachang, Mayi Fachang and qianjizhuangzi, were under the jurisdiction of four districts (houjiahe). In April 1957, the six districts renamed their 15 Cooperatives: Huijie society, Yannong society, Xinteng society, Sanxing society, langbuzhang society, banyanjing society, WanJiaYuan society, DUJIAGOU society, Yanji society, Zhongxin society, zhangerzhuang society, Lianping society, heitukeng society, Xianfeng society and Xinguang society. In 1959, the original five production teams were divided into nine teams (including 13 senior clubs): yeerzhuang team (20 households), Jiyan team (108 households), Huianbao team (185 households), xiningbao team (154 households), yangerzhuang team (122 households), langbuzhang team (220 households), banyanjing team (139 households), Mengcheng team (265 households) and beiyaozi team (87 households). In 1960, the production teams of wheat straw palm and nanyaozi were merged into the production team of wheat straw palm. When Ma'erzhuang commune was established in 1961, three production teams, laoyanchi, hongdunzi and Liangtai, were put under the management of Ma'erzhuang commune. In 1962, the production brigade was adjusted to nine groups, namely kushuijing, baigeda, hongtugou, siguquan, Mengcheng, wanjiyuan, baiyanjing, xiaozhuangzi and guanjitai. In 1963, it was reorganized into nine teams: Huianbao, yangerzhuang, Wangji riverside, langbuzhang, baiyanjing, linjikouzi, Mengcheng, siguquan and maicaozhang. In 1964, the xiningbao commune Committee approved the merger of chenjishan production team and Yingpanshan production team. In February 1965, Wu Ji Heyan and Li Ji Dawan merged; Li Ji Quzi and Sun Ji Gou merged; Nan Liang and Xue Yuanzi merged. In 1968, the commune had nine brigades. In 1970, due to the need of war preparedness, all the brigades were restored to their original names. Hongwei was restored to jijitan, Hongxing to xiningbao, Hongta to langbuzhang, Dongsheng to linjikouzi, Weiwei to maicaozhang, Quansheng to siguquan, Lixin to Huianbao, Xinghuo to Mengcheng and Hongqi to Banjing. In February 1972, langbuzhang production team was adjusted to langbuzhang and Dazhuangzi production teams, and hongtugou production team was adjusted to hongtugou and haojitai production teams. Tuqiao production team was adjusted to guanjitai and haojishan production teams. Yang'erzhuang production team was adjusted to two production teams, Yang'erzhuang and wuxinzhuang. The production team of wheat straw palm was adjusted to two production teams: wheat straw palm and nanyaozi. In March 1972, the Standing Committee of the county Party committee approved that langbuzhang and xiningbao should be changed to langbuzhang, Dazhuangzi, xiningbao and Dawan. in this year, the production teams of hongtugou, Tuqiao, yangerzhuang and maicaozhang were adjusted to two production teams. In December, Nanliang production team was adjusted to two teams, Jingliang production team to two teams, and shapozi production team to two teams. Wolf cloth palm production team is adjusted to two teams. Shijipuzi and Hekou production teams were adjusted to three. In 1976, Huianbao commune was divided into Huianbao commune and Mengcheng commune. Huianbao commune governs 6 production teams, Mengcheng commune governs 5 production teams, and baiyangjing (banyanjing) production team governs 6 production teams. On January 29, 1980, the production teams of Huianbao, xiningbao, jijitan and Jijing were adjusted. after 1993, seven new irrigation areas were developed. After the development of the Yellow River irrigation area, some village groups were relocated from houwa, Mahuangshan and subujing, forming three Diaozhuang immigrant villages. After the township adjustment, Panhe village was newly named group 1, group 2, group 3, group 4, group 5, pan'erzhuang, Heyan and Renquan; xiningbao village was newly named group 1, two Hui people's teams; laoyanchi village was newly named hongdunzi village; Huianbao village was newly named baigeda and fenghuangtai villages. In 1998, six administrative villages were adjusted to nine, namely, dujigou, Dawan, xiningbao, Xingmin, yangerzhuang, Suhe, langbuzhang, Fushan and Huianbao. at the beginning of 2000, a new administrative division was implemented, which adjusted 9 administrative villages to 7; 55 natural villages, including 5 Hui natural villages. Mengcheng is a township with 5 production teams and 61 production teams. In 2003, huianpu town and Mengcheng town were merged and huianpu town was newly established. It has 13 villagers' committees and 1 residents' committee, namely Huianbao village, laoyanchi village, yangerzhuang village, Daba village, xiningbao village, dujigou village, langbuzhang village, Mengcheng village, siguquan village, maicaozhang village, linjikouzi village, xingshuliang village, Panhe village and Huian community. In 2004, the people's Government of the autonomous region approved the adjustment of the administrative divisions of Yanchi County, Tongxin county and Hongsipu Development Zone, and put the 76.5 square kilometers of Xiaoquan, luanshanzi, niujiquan and linxiaozhuang natural villages in huianpu town under the jurisdiction of Hongsipu development zone. in October 2006, with the approval of the Party committee and government of the autonomous region, Wuzhong municipal Party committee and municipal government, the first and second groups of Xixing village, xiningbao Town, huianpu Town, Hui people's team, hongdunzi, lijiba, yandunshan, laoyanchi and Liangtai of Panhe village and laoyanchi village, and baidunzi, Liangtai of huianpu village were selected
