Tsaokuo industry
Relying on superior resources, market-oriented, vigorously develop the characteristic industry of caokuo. Taking the opportunity of the national implementation of the project of "prospering the border and enriching the people", we have made great efforts to grasp the construction project of "ten thousand mu grass fruit base" since 2005. After years of careful cultivation, the planting area of grass fruit has reached more than 20000 mu, with a per capita of 3.2 mu. In order to promote the rapid development of the township's tsaokuo industry, a development path of "government guidance, association operation, and farmers' participation" has been found. The construction project of health clinics in Hebo village and laza village of Yunnan branch of China Guodian group has been completed successfully, with a total investment of 126900 yuan. We should widely publicize the rural medical and health security system, comprehensively start the rural health reform, and implement the new rural cooperative medical system. Over the past few years since the implementation of the new rural cooperative medical system (NRCMS) pilot project, the masses have responded well and the enthusiasm for participating in the system is high. The inpatient and outpatient expenses totaled 305770.40 yuan, of which 112345 yuan was reimbursed by NCMS and 193425.40 yuan was self paid. The implementation of the basic medical insurance for urban residents and the new rural cooperative medical system has basically solved the problems of difficult and expensive medical services for the masses. Gradually establish and improve the disease prevention and control system and public health emergency response mechanism.
Family Planning
We should further publicize the principles of "three priority" and "three combination" and conscientiously implement the "population and family planning law", "family planning regulations of Yunnan Province" and "one child law of agricultural population". To further promote the villagers' autonomy of population and family planning, each village held a villagers' meeting, formulated its own family planning convention, and signed a population and family planning agreement with 1471 farmers, so as to make clear the rights and obligations of population and family planning. In the past year, four one-time subsidies of 4000 yuan were granted to the only child families of the agricultural population, 3260 yuan of compulsory education scholarships for the only child of the agricultural population and 2280 yuan of health care expenses for the only child.
