In 1956, Jiadu district was established. In 1959, it was transformed into Tongbiguan Township, later known as commune. In 1988, it was changed into Tongbiguan township. In 1997, it covers an area of 330.9 square kilometers and has a population of 6000, of which the Jingpo nationality accounts for 64.32%. It governs four administrative villages, namely Nanling, Sanhe, Jianbian and Heping. In 2004, it covers an area of 300.91 square kilometers and has jurisdiction over 4 village committees and 29 villager groups, with a total population of 5676, including 820 households of Jingpo nationality, with 3744 people, accounting for 66% of the total population; 411 households of Han nationality, with 1872 people, accounting for 33%; 10 households of other ethnic minorities, with 60 people, accounting for 1%. At present, the township has 4 village committees and 31 villager groups, with a total population of 6357, of which Jingpo nationality accounts for 64.7% of the total population; Han nationality accounts for 34%; and other ethnic minorities account for 1.3%.
