Huale town
Huale Town, established in 2012, is located in the southeast of Shuicheng County, 45 kilometers away from Shuicheng County, at the junction of Shuicheng, Liuzhi and Nayong. With a total area of 86.94 square kilometers, the town governs 10 administrative villages, 132 villager groups, 8659 households and 32856 people. There are six ethnic groups, including Han, Miao, Yi and Buyi. There are 19 party branches and 496 CPC members in the township. There are 1 junior middle school, 1 nine-year school, 1 Central Primary School, 3 village primary schools and 6 teaching sites. The territory is rich in mineral resources, mainly coal, dolomite, manganese, etc., of which the proven reserves of coal is 1.5 billion tons. There are 6 licensed sand and stone factories, 6 pairs of local coal mines with designed annual production capacity of 2.1 million tons, and 1 pair of state-owned coal mines with designed annual production capacity of 5 million tons. Small towns will be built into Huale street and Maochang farmers' market. The town government is located in Wuxing village. Douhua Road, Bihua Road, Xinhua Road and niuhua road cross the territory, with a total area of 6.8 square kilometers. It governs 15 villager groups, with a total number of 897 households and a total population of 3128. In 2010, the total tax revenue of the township reached 102.64 million yuan, including 40.78 million yuan of state tax, 60.9 million yuan of local tax, 960000 yuan of financial organization, 379.57 million yuan of industrial output value, 48.46 million yuan of agricultural output value, and 729.65 million yuan of fixed asset investment. The per capita net income is 3246.9 yuan, and the per capita grain is 435 kg.
Historical evolution
In 2012, the provincial government (qianfuhan No. 261) approved the abolition of Huale Miao Yi Township and the establishment of Huale Town, with the town government in Wuxing village.
Population climate
It has high mountains, steep slopes, deep valleys, steep mountains, barren land, large altitude difference, the highest altitude is 1850 meters, the lowest altitude is 900 meters, the highest temperature is 34 ℃, the lowest temperature is minus 2 ℃, the annual average temperature is 14.3 ℃, and the frost free period is 280 days. It is a low hot valley climate. The total area of quanzheng is 86.94 square kilometers, the cultivated area is 21690 mu (3345 mu), and the per capita cultivated land is 0.77 mu. The town governs 10 administrative villages, 132 villager groups, 7205 households and 28249 people, of which the agricultural population accounts for 98.3%. At the end of 2008, the per capita net income of the town was 1850 yuan, and the per capita grain was 420 kg. There are six ethnic groups including Han, Miao, Yi and Buyi living in the territory. The minority population is 14397, accounting for 50.96% of the total population.
Transportation
With convenient transportation, roads from Liuzhi Xinchang township to Huale, Liuzhi NIUCHANG township to Huale, bide to Huale, Douqing to Huale are interconnected, becoming the main channels from Liuzhi to Shuicheng and Nayong to Shuicheng, making Huale a road network extending in all directions. All villages in the town have access to roads, program-controlled telephone and radio and television, with radio and television coverage of 100% and forest coverage of 26.7%.
natural resources
There are abundant water resources and good water quality. As far as Zhaojiahe river is concerned, its upstream river is clear, green and shady all the year round, with well protected vegetation, showing natural beauty, which is a good place for vacation and outing; its downstream large drop is suitable for the construction of small hydropower stations. At present, the reconstruction and expansion project of xiaoheiqing hydropower station in the lower reaches of Zhaojiahe river has been completed and put into operation, with an annual power generation of 1.76 million kwh; and the construction of niangtong hydropower station is under preparation.
Huale town is rich in mineral resources, mainly coal, dolomite, manganese and so on. The proven reserves of coal is 1.5 billion tons, which has not been exploited in large quantities. By the end of April 2013, there are 10 pairs of coal mines with certificates in the town, with an annual output of 600000 tons. It is the main pillar industry and one of the important sources of Finance and taxation in the township.
economic development
In 2010, the total financial revenue of the town reached 58.96 million yuan (absolute), a net increase of 50.34 million yuan on the basis of 8.62 million yuan in 2006, leaping to the sixth place from the 16th place in 2006, with an average annual growth of 66.66%, ranking the first place in the county. Small towns will be built into Huale street and Maochang farmers' market. The designed annual production capacity is 2.1 million tons, and the planned annual production of 1.8 million tons and 1.2 million tons of Huale coal mine has completed more than 1000 mu of land acquisition.
