Ethnic Education
"Education is the foundation of a long-term plan". If a country or a nation wants to develop its economy, education must give priority to development. Economy restricts education, and education promotes economy. In order to develop economy in poor and backward areas, priority must be given to the development of education. Before the reform, Liangshan was a very poor and backward slave society. After the people's reform, we should fly from the slave society to the feudal and capitalist society, from an era in which we can see the sun by time and count by knots, to a millennium of history. Entering the socialist society. It is self-evident that the party and the government are very concerned about the national education in Liangshan, and have established the national education with a lot of financial, material and human resources, which has achieved remarkable results. However, due to historical and economic reasons, the development of education has experienced a bumpy and tortuous process. The ethnic education in Dexi Township, like the whole Prefecture and county, has experienced tortuous development. Far from it, let's talk about the 1980s. In 1982, due to the changes in the economic system, the rural areas implemented the policy of "contracted output to each household" and "contracted responsibility to each household". Some people only saw the immediate interests, regardless of the long-term interests. Generally, children (mainly school-age children) are used to graze livestock or take care of children, so that parents can work in the production area. For a time, the serious loss of students, making some schools closed. At that time, there were eight primary schools in Dexi Township, four of which were closed. There were 380 school-age children, of whom only 180 were in school, with an enrollment rate of 47.3%. Teachers to mobilize students to enter school, some parents openly let the dog bite the teacher. Some people said with a hungry smile, "if you are short of one student, you need to get one yuan less salary and one Jin less grain" (the state planned to supply grain at that time). Make the teacher miserable.
There are many problems, such as large flow of students, absence of classes, poor teaching effect and poor teaching quality. In 1982, the county conducted a unified examination to test the quality of teaching. Compared with the same schools and teams in the county, the grades of all schools in Dexi Township ranked the first and second from the bottom. At the county's teaching and research meeting, he was criticized by the county's Education Bureau.
The change of production system is not only to promote the development of production and economy, but also to better develop education. If we only focus on the immediate interests and ignore the long-term development, education can not develop, which is extremely detrimental to the future economic development. The leaders of the school and all the teachers are anxious. Through study and analysis, we believe that it is necessary to educate the masses, look at the present and take the long-term into consideration. While developing our own food and economy, we must also send our children to school, so as to better serve the economic construction in the future.
The leaders of the school went deep into the masses for investigation, and the masses reflected that now the land is contracted to each household, and the four major livestock are distributed to each household. The grazing of adults affects the cultivation of the field. A mother can't work in the field without a big child. In the past, it didn't matter if the cooperative had a big pot of rice. Now, if they can't get food, they will be hungry. What the masses reflect are also practical problems.
The school leaders made a comprehensive report to the township party committee and the township government on the education situation of the whole Township and the problems reflected by the masses. Through serious research, the township party committee and the township government believe that the masses are partial to the new situation. We must make great efforts to publicize and educate the masses of the whole township. We should not only look at the present, but also look at the long term. We must overcome difficulties and let our children go to school. If we miss learning opportunities, in another ten or twenty years, this generation will become illiterate, which will be detrimental to national construction and ourselves. We will be ashamed of our country and people. It also decided to set up the Education Committee of Dexi Township, with the Secretary of the township party committee as the chairman, the head of the township and the president of the central school as the deputy directors, and the Deputy Secretary of the township party committee, the deputy head of the township and the Secretary of the party branch of each village as the members. Education leading groups should be set up in each village. The Secretary of the village Party branch is the group leader, the village head and the person in charge of the school are the Deputy Township heads, and the group leaders of each village group are the members. We also studied the problems of grazing livestock and taking care of children reflected by the masses. The livestock were gathered by villagers' groups, and the adults took turns to graze. Taking care of children is led by an elderly woman who is unable to take part in heavy manual labor, and her family's farm work is in the charge of parents with children. In July 1983, an education work conference was held in each village of the township. The cadres of the township worked in each village. Attend the mobilization meeting in person. Through publicity and mobilization, the masses have further clarified the significance of education, realized that they should consider immediate interests and long-term interests, and their practical difficulties have been solved. They all send their children to school. Some families send two or three children to school, while in Baiping village, six families send two or three children to school. There are 346 school-age children enrolled, and the enrollment rate of school-age children has reached 91%. The number of schools has increased from four to nine. (four restored, one new) the students came and the school was in a state of disrepair. Lack of classrooms, lack of desks and stools, poor teaching equipment, no classroom desks and stools, no activity place, how to carry out teaching work? How to improve teaching quality? The Township Education Committee specially conducts research and asks the state for help. If the state has difficulties and cannot provide a large amount of funds, what should it do? At this time, the news media reported a lot of good experience of relying on the masses to mobilize the masses to invest and contribute to running schools. We also learn from other places and mobilize the masses to invest and contribute to running schools. The whole Township also held mass mobilization meetings in different villages to figure out our existing problems and the country's current difficulties, learn from foreign experience, and call on everyone to invest in and work hard, so as to run their own schools on their own. Through propaganda and mobilization, an upsurge of mass education has arisen. Some village groups go tens of miles away from the school to carry tiles, lime and cement to repair the school. A farmer in the Weizi group of decha village was originally short of labor and didn't arrange the task of carrying cement. However, he sold 40 eggs and found a horse to transport cement to the old village (more than 30 miles away). "It's a little bit of my heart," he said. With the efforts of the broad masses of the township, the nine schools in the township take on a new look, all of which are walls of green tiles and lime powder. There are 21 new classrooms, more than 600 square meters, and 12 maintenance classrooms, more than 360 square meters. Fourteen new toilets for men and women have been built, and those without activity venues have been built. The walls were built. Desa village also donated the first floor and one floor brick and tile structure of the collective community house (at that time worth more than 20000 yuan) to the school free of charge. The village group of changxiangping also donated the social housing with civil structure on the first floor to the school for free (at that time, it was worth more than 10000 yuan). The masses of the township invested more than 20000 workers, raised more than 10000 yuan in cash and donated more than 50000 yuan in housing and materials. We also made 100 sets of desks and stools, realizing that there are no dangerous buildings in the school, classrooms in classes, desks and stools for all students, and activity venues. The school has toilets and walls. Apart from the 8000 yuan awarded by the provinces and prefectures, the rest are run by the masses themselves. In October 1983, the whole luojue district held an on-the-spot meeting on education in Dexi township. In December, the whole county held an on-site meeting in Dexi township.
