Yongfa town

Yongfa town is one of the charming towns with Hainan characteristics and the window town of Chengmai County. Yongfa town is located in the east of Chengmai County, 19 ° 75 ′ N and 110 ° 20 ′ e, connecting Dongshan Town, Xiuying District, Haikou City in the East, Xinzhu Town, Ding'an County in the south, Ruixi town in the west, old town and Yongxin town, Xiuying District, Haikou City in the North. The terrain is high in the northeast and low in the southwest. The south is plain, and the north is hilly and semi mountainous. Red soil in the north, sandy loam in the southeast and yellow soil in the southwest. There are niuguling, 53 meters above sea level, and otouling, 62 meters above sea level. Yongfa town is 25 kilometers away from Chengmai County and 33 kilometers away from Haikou City, the provincial capital. There are two expressways g98 and g360 (under construction) in the town area, and the g224 Haiyu middle line runs through the whole area. Yongfa town has a total land area of 10931.7 square kilometers and cultivated land area of 46800 mu. The town governs 19 administrative villages (communities), 99 natural villages and 102 villager groups, with a total population of 46871 (in 2019).

Yongfa town of Chengmai County is located in the east of Chengmai County. The beautiful Nandu River passes through the territory from west to East. It connects Dongshan Town of Xiuying District of Haikou City in the East, Xinzhu town of Ding'an County in the south, Ruixi town in the west, and old town and Yongxin town of Xiuying District of Haikou City in the north. The beautiful Nandu River runs from west to East. The Haiyu middle line of national highway and haitun Expressway run through the whole territory. There are many county roads such as Jinyong, Jin'an and Meiting. It is about 25 kilometers away from Chengmai County and 33 kilometers away from Haikou, the provincial capital. The convenient and smooth traffic network and superior geographical location provide unique conditions for the rapid development of the town's economy and social undertakings.

Evolution of organizational system

In the 13th year of Zhenguan (639 AD), there were three counties in Qiongshan and Chengmai, namely zengkou, Yanluo and rongqiong, belonging to Qiongzhou. Zengkou county is located in the south of Qiongzhou Prefecture, Southeast of Chengmai County (Ruixi, Xinwu, Yongfa and other townships in Chengmai County, as well as the north of Xidu and Tunchang in Ding'an). There are two ferries in the middle reaches of Nandu River, BOLUO and Heling, which are the passageways leading to Nanli caves. The county government is in Buluo village, Yongfa Town, Chengmai County. In the 13th year of Kaiyuan (755 AD), Emperor Xuanzong of Tang Dynasty merged zengkou County into Chengmai County. Yongfa town has a history of more than 1300 years from its establishment in 639 ad to 2020. Because it is near Yongfa village, it is named.

In 1911, Yongfa was under the jurisdiction of Fushi and zengjiadong, Yongtai Township, Chengmai County. The Qing Dynasty followed the Ming Dynasty. At the beginning of the Republic of China, it belonged to Chengsan district. In 1929, it was subordinate to the Dongxing League board of directors. In 1931, it was subordinate to Chengsan district (Ruixi District). In 1937, it belonged to Ruidong Township, Chengsan district. In 1946, it was subordinate to Xinwu Township, Chengsan district. In March 1948, it was put under the jurisdiction of the Second District of Xinmin county (now Tunchang County).

In May 1950, the Second District of Xinmin county (now Tunchang County) was assigned to Xinwu Township, the third district of Chengmai County. In October of the same year, it was subordinate to Yongfa Township, the third district of Chengmai County. In August 1957, the district was withdrawn and the township was merged. Yongfa township was established by merging 10 small townships, including Yongfa, Xinwu, Longlou and Xianru. On October 2, 1958, Ruixi commune was established by Yongfa and Ruixi.

In May 1961, Yongfa commune was separated from Ruixi commune, which had jurisdiction over 30 brigades. The commune management committee was first stationed in Yongfa village, and then moved to Yongfa market. In October of the same year, Xinwu people's commune was separated. At that time, it had 19 brigades under its jurisdiction and soon merged into 11. In March 1968, the Revolutionary Committee of Yongfa commune was established. In October 1983, the people's commune was abolished and the system of district and township was restored. It was renamed Yongfa District Office and the brigade was changed to township. In December 1986, it was renamed Yongfa Town, and the township was changed into a village committee. In December 1989, the villagers' committee was changed into a management area. In November 1995, the management area was renamed villagers' committee. It has jurisdiction over 11 village committees: Yongfa, BOLUO, Changfu, Houpo, Shilang, Rulin, paipo, Buhou, BUAN, Dongxing and Yongfeng.

On July 15, 2002, Hainan Provincial People's Government approved the approval of the adjustment of Chengmai County's township administrative divisions (qiongfu Letter No. 69), approved the adjustment and merger of Chengmai County's original 12 towns and 6 townships into 10 townships, merged Xinwu town with Yongfa Town, established Yongfa Town, and the town government was stationed in the original Yongfa town. After the adjustment, the administrative area of Yongfa town is 127.3 square kilometers, with a population of 36050 people (in 2002), and it has jurisdiction over 19 Village (neighborhood) committees.

Xinwu town is located in the east of Chengmai County, 24 kilometers away from the county. Xinwu township was established in 1957, the commune was changed in 1958, the district was established in 1984, and the town was established in 1987. In 1997, with an area of 50 square kilometers and a population of 11000, it has jurisdiction over seven village committees, namely Yongyue, Saiyu, Longlou, Canjun, Nanchang, Dashan and Xinwu.

（1） Agriculture continued to develop steadily and grain production continued to increase income.

In 2019, the rice planting area of the town is 43517 mu, the total yield is 17679.3 tons, and the average yield per unit area is 406 kg / mu. The vegetable planting area of the whole town is 35315.1 mu, and the yield reaches 69623.4 tons. Sweet potato, cassava, rubber, banana, etc. increased by a small margin.

Breeding industry is also an important pillar of rural economic development in Yongfa town. (1) Sales in 2019: 27192 pigs, 2709 cattle, 9138 sheep, 339491 chickens, 9203518 ducks and 93382 geese. (2) Total meat: 2168.1 tons of pork, 262.57 tons of beef, 137.5 tons of mutton, 684.32 tons of chicken, 21049.24 tons of duck, 302.38 tons of goose and 165.23 tons of milk pork. (3) The total egg production was 692.65 tons, including 137.3 tons of eggs, 485.32 tons of duck eggs and 70.03 tons of goose eggs. (4) There were 12365 suckling pigs and 19944 Jianzi pigs. (5) There were 11348 pigs, 6600 cattle, 5169 sheep, 407658 chickens, 2184321 ducks and 25042 geese at the end of the period.

With the increase of migrant workers' returning home to start businesses and farmers' income in Yongfa Town, the number of farms and private housing construction in Yongfa town increased, including 114.47 million yuan of private fixed assets investment, a year-on-year increase of 7.3%, and 45097 square meters of private housing construction area, a year-on-year increase of 7.4%, further speeding up the development of secondary industry in Yongfa town.

(2) The student village revitalization workstation of Tsinghua University in Yongfeng Village, Yongfa Town, was initiated by the Youth League Committee of Tsinghua University and the school of architecture, and was established in May 2018.
