Changliu Town, subordinate to Xiuying District, Haikou City, Hainan Province, is located in the west of Xiuying District, adjacent to haixiu town in the East, Shishan town in the south, Xixiu town in the west, Qiongzhou Strait in the north, with an administrative area of 48.3 square kilometers.
In 1958, Changliu commune was established and put under Haikou City. In 1983, it was changed to Changliu district office. In 1986, it was changed into Changliu town. By the end of 2018, 48942 households registered residence in the town. As of June 2020, Changliu town has jurisdiction over 4 communities and 12 administrative villages, and the town people's government is located in changliuxu community.

Historical evolution
In the early Ming Dynasty, it was called lieloudu, belonging to Wuyuan township of Qiongshan county.
During the reign of Emperor Kangxi of the Qing Dynasty (1662-1722), lielou was divided into one and two capitals.
During the reign of Emperor Yongzheng of Qing Dynasty (1723-1735), the first capital of lielou was renamed lieloudu, the second capital was renamed fengloudu, and xingzhengdu was set up in the south of changliuxu.
At the beginning of the Republic of China, the capital was replaced by Tu.
In 1930s, lielou, Fenglou and Xingzheng were merged into lielou township.
In 1945, it was renamed naliu township.
In 1947, it was renamed Changliu township.
From 1950 to 1957, it belongs to the Fifth District of Qiongshan county.
In 1958, Changliu commune was established and put under Haikou City.
In 1961, Rongshan and Xinhai communes were established.
