Moon Bay
With a coastline of 1.5 km, it is one of the tourist attractions in Yangxi. It is connected with 325 National Highway by 15km county-level asphalt highway, 42km away from Yangxi County, 42km away from Zhapo port and 37km away from dianbaibohe port. The town governs the community neighborhood committee of Shaba Town, four village committees of laifuyuan, wushitou, Qianbu and Dutou (originally belonging to Rudong town) and four fishermen committees of Haiyan, Hongguang, Xinxing and Xinguang, with a population of 28375 (in 2017).

Historical evolution
In the Qing Dynasty, Shaba town belonged to the second picture of Baishi, Baishi capital, hailing township. It was the seventh district in the early Republic of China, the third district in 1937 and the seventh district in 38. At the beginning of the founding of the people's Republic of China, it was still the seventh district, still known as beie township. In May 1953, it was called Shaba Town, belonging to 18 districts. In December 1956, it was renamed as Shaba District, and in February 1957, it was also called Shaba town. It was incorporated into the great leap forward people's commune in November 1958. In December of the same year, it was included in the Rudong people's commune. In October 1959, Shaba people's commune was separated. In November 1983, the commune was withdrawn and called Sha PA district. In February 1987, the commune was withdrawn and called Sha Pa town.

During the period of the Republic of China, there were three private schools and one public school in the town. After the founding of the people's Republic of China, the public school was renamed as Sha PA primary school, and later changed to Sha PA fishermen's children's primary school. Shapa Hailiang primary school was opened in 1954. Shapa fishery middle school was set up in 1959, and then stopped during the "Cultural Revolution". In 1972, the primary school was restored with a secondary school (two-year system). In 1968, Hailiang primary school was abolished and Central Primary School, Yonghong primary school and Haifeng primary school were added. Shapa middle school was founded in September 1969. In 1985, Yonghong primary school was merged into Haifeng primary school. In 1986, a vocational high school class (three-year system) was set up in Shaba middle school; in 1997, a technical secondary school class (cancelled in 1999) was set up. By 2000, there were two middle schools in the town, namely Shaba middle school and Shucun middle school. There are 96 middle school teachers and more than 1680 middle school students; there are 6 primary schools, namely central primary school, Haifeng primary school, Shucun primary school 1, Shucun secondary school 2, Qianbu primary school and Dutou primary school. There are 143 primary school teachers and more than 3380 primary school students; there are 4 kindergartens, including central kindergarten, Jinhui Xiaoxing kindergarten, Yumiao kindergarten and Shucun kindergarten. There are more than 600 children in the kindergarten. The enrollment rate of school-age children is 100%, the graduation rate is 100%, and the illiteracy rate of the population aged 15 is zero. The town raised 3 million yuan to rebuild and build 9 teaching buildings and teachers' dormitories, with a construction area of more than 8000 square meters. The town has 360 large and small motorized fishing boats with 60187 horsepower. Mariculture
1. Cage culture. The development of cage culture, breeding varieties mainly include yellow flower, grouper, Honggu, huodian, Liyu, Qingluo, perch shield, head perch and more than 20 varieties.
2. Beach culture. There are 3 clam farms with a total area of about 12 hectares.
3. Qingzhou nature reserve. With a total area of 10000 mu, 2000 mu is now used. The main varieties are sea urchin and lobster.

The town invested funds in the construction of fishing port, built more than 200 meters of fishing wharf, more than 1700 meters of revetment, 1070 meters of breakwater, 653 meters of sand barrier, and 450000 earthwork of dredging basin. The town has two oil depots with a storage capacity of 600 tons per day, six refrigeration workshops, 150 tons per day of ice bars, one waterworks, 2000 cubic meters per day of purified water, one fishing boat repair and manufacturing plant, 2000 tons per year of shipbuilding capacity, and three fishing boat machinery workshops with an annual maintenance capacity of 3000 tons.
