Located in Shimen County in the northwest of Hunan Province, it is at the junction of Hefeng and Wufeng counties in Hubei Province. It was originally named "Yisha". In 1995, it was withdrawn from the district and merged with the township. It was formed by the combination of "three townships and one town" of Jiangping, Nanping, Zhongling and Shazi. It is named after Hupingshan, the highest mountain in Hunan Province.
