He required that all units should further change their understanding, make clear the objectives and tasks, pay attention to the methods, pay attention to the work efficiency, and promote the new rural construction in depth around the overall requirements of "five new and one good". Accompanied by Ye Ping, deputy director of the Standing Committee of the county people's Congress, Kuang Guanghua successively inspected the new rural construction sites in Xiaying village, such as laohusi, meiziboai, Gaoqiao Tongling and bangangyougudong, and held on-site dispatching meetings in Xiaying village. Kuang Guanghua said that after half a year's efforts, each new rural construction site in Zhoutian town has made obvious progress in village renovation, industrial development, team building and new style shaping. The new rural construction work has been deeply rooted in the hearts of the people and has been generally recognized and actively supported by the villagers. However, there are also some problems, such as the lack of understanding of the "top leaders" of the units, the weak sense of responsibility, the lack of ideas and methods, and the uneven progress of work. On grasping the new rural construction work in the second half of the year, Kuang Guanghua demanded that the "top leaders" of all units should further change their understanding, attach great importance to the new rural construction work, take the new rural construction work as the central task of departments and units, take the initiative to grasp it with a high sense of political responsibility, clarify the objectives and tasks, and quickly implement the responsibilities. We should work out the phased objectives and tasks, and divide the work into different groups, so that everyone has a goal in mind and a burden on his shoulders; we should be willing to invest and do a good job in the overall planning of funds. We should pay attention to the support of the units, allocate the money in place as soon as possible, do a good job with the money from the villagers themselves, and do everything possible to guarantee the funds, so as to make the new rural construction work smoothly; we should pay attention to the ways and methods, and pay attention to the work efficiency. We should "guide, educate and manage" the masses, give full play to the main role of farmers, so as to improve work efficiency; we should adjust measures to local conditions and highlight characteristics. Around the "five new and one good" General requirements, combined with the actual situation of each village, build into ecological, industrial, ecological farm and other new socialist countryside with its own characteristics. At the same time, the local Party committee and government should fully support and cooperate with the linked units to carry out the work. To help the linked units to solve the practical difficulties and problems encountered in the new rural construction, and work together to do a good job in the cause of benefiting the country and the people.
