Bailuo town

Bailuo town is located in the border of Hunan and Hubei, the southern end of Jianghan Plain, the throat of Dongting Lake into the Yangtze River waterway. It is separated from Yueyang City, the only international trade port city in Hunan Province.

Bailuo town is a sub central town in Jianli City, a pilot town of comprehensive reform of small towns in Hubei Province, and an inter provincial border trade town.

Suiyue expressway, Wujian Expressway and Jingyue Yangtze River Bridge, the first bridge connecting Hunan and Hubei provinces, meet here. The 38 km golden waterway of the Yangtze River is the only one.

The development orientation and goal of bailuo town is to build it into a provincial Cooperation Demonstration Area of Hunan and Hubei Province and the second Xiaochi town of Hubei Province in ten years.

The town has a total population of 38866 (2017), an area of 173.28 square kilometers (2017), and a cultivated area of 57800 mu. It has jurisdiction over three management areas, one sub district office, two neighborhood committees and 27 village committees. The town government is located in bailuoji.

After the founding of the people's Republic of China, bailuo district was set up to govern zhemu, bailuo, Luoshan and Chiba. After the land reform in 1952, xinweizhou, liugongzhou and other places under the jurisdiction of Hunan Province were put under the jurisdiction of bailuo District, and Luoshan and Chiba were also set up. In 1958, bailuo commune was set up in bailuo District, and in 1975, bailuo commune was analyzed as bailuo and zhemu commune; in 1978, they were merged into bailuo commune Bailuo commune. In 1984, it was changed to bailuo district. In 1987, bailuo town was established under the jurisdiction of the county.

In 1996, it covers an area of 156 square kilometers and has a population of 44000. It has jurisdiction over 28 administrative villages including Linggang, Fenghuang, Xianfeng, Xinmin, Lianmeng, zoudou, Gongnong, Yangguang, Hanbu, Zhixu, Heshen, Wangli, Maoqiao, Heliu, wulimiao, Quli, Hongdeng, Zhangxian, Leiliu, zhutianwang, Jingjiang, Jinghong, Xueqiao, liugongzhou, Wanma, Hongshan, Yanglin and gaohuang, and 3 villages from Yiju to Sanju neighborhood committee.

In 2004, the town government was stationed in bailuoji, with a population of 43136 and an area of 156 square kilometers. It has jurisdiction over two neighborhood committees, namely, the first and second residents' committees, and Linggang, Fenghuang, Xianfeng, Xinming, Lianhe, Gongnong, Yangguang, Hanbu, Zhixu, Heshen, Wangli, Maoqiao, Heliu, wulimiao, Quli, Hongdun, Zhangxian, Leiliu, gaohuang, zhutianwang, Jinghong, Jingjiang, Xueqiao, liugongzhou, Wanma and Hongshan There are 27 administrative villages in yanglinshan. Geography

Bailuo town is located in the throat of Dongting Lake into the Yangtze River waterway. It is called Chenglingji on the south bank and bailuoji on the north bank. Therefore, bailuo town got its name. Across the river from Yueyang City, Hunan Province, the town governs 28 villages, 1 Street Central Community and 4 fishing grounds, with a total area of 173.28 square kilometers (2017) and a population of 38866 (2017).

Bailuo town is 23 kilometers away from the central city of Yueyang, within 3 hours' drive from Wuhan Tianhe International Airport and Changsha Huanghua International Airport, and less than 10 kilometers away from LINGJI deep water port of Yueyang City. Bailuo port area, Chenglingji deep-water port in Yueyang City, is the cargo distribution center of Hunan and Hubei, which can dock 5000 ton ships all year round.

S49 Suiyue expressway, S13 Wujian Expressway and Jingyue Yangtze River Bridge meet here. The 38 kilometer golden waterway of the Yangtze River is the only one.

Jingyue Yangtze River Bridge in bailuo connects S3 provincial road with 107 National Road, G4 Beijing Hong Kong Macao expressway, Beijing Guangzhou railway and Beijing Guangzhou high speed railway. From bailuo to Jingyue Yangtze River Bridge, it directly drives Yueyang, Changsha and Guangzhou. From here, 1000 ton ships cross the river and go out to sea. Economics

Facing such strategic opportunities as the open development of the Yangtze River economic belt, the innovation of the system and mechanism of towns along the Yangtze River, and the signing of the cooperation agreement among Wuhan, Changsha, Hefei and Nanchang, bailuo town has become the radiation area of "Wuhan 1 + 8 Urban Economic Circle" and "Changsha Zhuzhou Xiangtan integrated urban agglomeration", the node town of the Yangtze River economic belt, and the experimental area of the system and mechanism along the Yangtze River.

Jianli City has identified bailuo town as one of the three sub central towns in the city. According to the general requirements of "10 square kilometers of built urban area and 100000 urban population in ten years", the master plan for urban construction of bailuo town in 2009-2025 is formulated. In October of the same year, experts were invited to make a regulatory detailed plan of 2 square kilometers for the new urban area, with a planning area of 10 square kilometers.

Industry

In 2011, the provincial development and Reform Commission approved the establishment of bailuo Industrial Park in Jianli Economic Development Zone, with a planned construction area of 10 square kilometers.

The planned investment of 2.41 billion yuan for Huayou science and technology in the early stage of earth reclamation and land leveling in bailuo town Lingang Petrochemical Industrial Park has been completed, and the temporary roads in the plant area have been basically completed; the 120 million yuan Jasper pottery plate steel structure plant has been built, and preparations for equipment installation are being made; the 120 million yuan Jinao logistics warehouse has been put into operation; the 20 million yuan Min'an food factory has been put into production; the 20 million yuan investment in the plant area has been completed; Xin's non-woven fabric factory with an investment of 20 million yuan has started production. The workers are paying close attention to the construction of the main road in the park. The construction of Liuxia road with an investment of 10 million yuan and a total length of 1200 meters has started; the construction of xuanjing road with an investment of more than 30 million yuan and a total length of 1630 meters is about to start.

Through nearly two years of construction, the park framework has been basically formed. Huayou science and technology, Jasper ceramics, jin'ao logistics, Xinyuan non-woven fabrics and other key projects have settled in the park, initially forming four major industries, including petrochemical industry, new construction materials, agricultural and sideline products processing, and light textile industry.
