Gedian Economic and Technological Development Zone, Hubei Province

Gedian Economic and Technological Development Zone in Hubei Province is the first provincial development zone approved by Hubei provincial Party committee and government in July 1990.

Basic introduction

In July 1997, the Hubei provincial government approved the establishment of Hubei high tech Industrial Development Zone. In 1998, it was approved as China's post doctoral industrial base by the Ministry of personnel. In December 2001, it was approved by the Ministry of science and technology of the people's Republic of China as the Gedian biotechnology and new medicine industry base of the national Torch Program. In June 2007, it was approved by the national development and Reform Commission as the biotechnology industry base of Hubei Province. It is one of the best investment zones for multinational companies. In August 2012, with the approval of the State Council, Hubei Gedian Economic and Technological Development Zone was upgraded to a national level economic and Technological Development Zone, officially named Ezhou Gedian Economic and Technological Development Zone. So far, there are 9 National Economic and technological development zones in Hubei Province. From April 8, 2020, Huarong District of Ezhou, Hubei Province will start to use the Wuhan 027 telephone area code. From then on, Gedian Development Zone of Ezhou will take a step closer to the development of Wuhan metropolitan area. By the end of 2020, phase III of Wuhan Metro Line 11 is expected to be opened to traffic, which is the first metro line extending from Wuhan to surrounding cities.

Geographical location

Gedian Development Zone is located in the eastern suburb of Wuhan, the central city of economy, culture, transportation, finance and Commerce in Central China. It is 22km from the center of Wuhan in the West and 38km from Ezhou City in the East. It is located in the core circle of the "two oriented society" experimental zone of Wuhan city circle.

Gedian Development Zone is located in the center of China's economic geography. It is about 1000 kilometers away from Beijing, Shanghai, Nanjing, Hangzhou, Chongqing, Xi'an, Guangzhou, Shenzhen and other big cities. The air distance to these cities by air is about one and a half hours. Within a radius of 400 km, it covers 45 medium-sized and above cities with a population of 183 million, accounting for 21.3% of the total urban population in China.

Gedian Development Zone has excellent transportation conditions. Beijing Guangzhou railway, Beijing Kowloon Railway and Beijing Zhuhai Expressway run through the north and South; Shanghai Chengdu expressway, national highway 316 and Wuhan Kowloon Railway connect the East and the West; the golden waterway of the Yangtze River passes through, and the BaiHushan foreign trade terminal is only 7 km away from Gedian Development Zone, which can dock 5000 ton seagoing ships all the year round. The port area has bonded warehouses, and the routes go directly to Japan, Hong Kong and Southeast Asia; Wuhan Tiantian, the largest modern airport in China's inland River International Airport is only 70 kilometers away from Gedian Development Zone, with direct flights to all parts of the world; Ezhou Wuhan expressway, one of the "1 + 8" expressways in Wuhan metropolitan area, is stepping up construction; Gaoxin Avenue (two-way six lane) connecting East Lake Development Zone and Gedian Development Zone has been completed and opened to traffic.

Gedian Development Zone has completed the infrastructure construction of 5.34 square kilometers, and gemiao road connecting Gaoxin Avenue has been opened to traffic simultaneously with Gaoxin Avenue; the construction of urban backbone road network project within 25 square kilometers of Southern District is stepping up.

At present, the water plant with a daily output of 35000 tons guarantees all-weather water supply; the drainage system realizes the separation of rain and sewage, and the sewage treatment plant with a daily treatment capacity of 35000 tons has been put into use.

Ezhou power plant with a total installed capacity of 3 million kilowatts and 110000 volt qijiashan substation, Huarong substation and Development Zone substation ensure all-weather power supply.

40000 program-controlled telephones have been put into use, and all broadband networks and television networks have been opened.

In the next five years, Gedian Development Zone will invest 600 million yuan in infrastructure construction, which is expected to bring 10 billion industrial investment.

Enterprise cluster

More than 182 enterprises of various types have been built in Gedian Development Zone, with an annual output value of 6.17 billion yuan and profits and taxes of 1.32 billion yuan. It has introduced a number of foreign-funded enterprises represented by American Boer company, American Owens Corning company, American enwang biology, bicker international, Hong Kong xinzhonggang group and Taiwan Xingda group; high-tech enterprises represented by Wuhan University, Huazhong University of science and technology, Wuhan Polytechnic, Hubei Academy of chemistry and Hubei Academy of pharmaceutical industry; and baoyeji The listed companies and private enterprises represented by Tuan, people's electrical appliances, humanwell technology, spring pharmaceutical and Chenguang Group have initially formed an enterprise cluster with the production of biomedical products, electronic information products and new material products as the main body.

Since its establishment, Gedian Development Zone has been highly valued by leaders at all levels. Li Peng, Luo Gan and other party and state leaders have visited our district, and leaders of previous provincial Party committees and provincial governments have visited our district many times for investigation and research. In recent years, the provincial Party committee and the provincial government have further increased their support for Gedian Development Zone, especially the construction of high-tech Avenue, which has integrated the East Lake Development Zone and Gedian Economic and Technological Development Zone, and laid a solid foundation for the construction of high-tech industrial belt in Hubei Province; the Hubei Han Expressway under construction will also form Gedian Development Zone, Beihu chemical new city and Wuhan Iron and steel group With the approval of Wuhan City Circle "two oriented society" construction comprehensive supporting reform pilot zone, Gedian Development Zone enterprise named "Wuhan" has become a new highlight of Gedian Development Zone docking with Wuhan.

All these show that Gedian Development Zone plays an increasingly important strategic role in the economic development of Hubei Province, and plays an increasingly prominent role in the construction of "two oriented society" in Wuhan city circle. Industrial planning

In order to speed up the integration into Wuhan city circle, the overall planning area of Gedian Development Zone has been revised to 30 square kilometers. Its industrial layout will focus on the five leading characteristic industries.

Biomedical industry. With the brand of "Gedian · China Pharmaceutical Valley" and the pharmaceutical industry research institute with the strongest scientific research force in Hubei Province, 25 biomedical enterprises have been established. During the "Eleventh Five Year Plan", the "pharmaceutical Valley" will be built into a gold lettered signboard to make the biomedical industry bigger and stronger.

Electronic information industry. Relying on "Wuhan · China Optics Valley", we will develop related industries supporting Optics Valley and Foxconn. The Provincial Department of information industry is working with the city and district to jointly build the "Hubei (Gedian) Information Industry Park", with an area of 3 square kilometers planned in advance. Some enterprises producing laser equipment, software development and information technology applications have entered the park.

Equipment manufacturing industry. Gedian Development Zone is located in the center of the "Eastern Hubei metallurgical industrial corridor". Within a radius of 50 kilometers, there are large-scale enterprises such as WISCO, Hubei steel and metallurgical steel. Making full use of the rich raw material resources of these enterprises, developing steel structure, automobile steel plate, auto parts, machinery manufacturing, shipbuilding and other industries, and promoting the extension and development of the industrial chain are the unique conditions of our zone.

Fine chemical industry. The 800000 ton ethylene project of Wuhan Beihu chemical industry new town, 7 km away from our district, will be launched soon. It is rich in chemical raw materials, creating an important opportunity for our district to receive radiation, quickly follow up and develop downstream related supporting industries.

Modern service industry. As the core area of Wuhan Science and technology new town and the adjacent area of Wuhan City, our district has superior location and beautiful environment. It has become the strategic choice of investors to develop modern services mainly in commerce, housing and logistics.

natural condition

Gedian Development Zone has good geological and climatic conditions, which is not only suitable for the layout of production-oriented enterprises, but also suitable for the development of commercial, residential and service industries.

Gedian Development Zone in Hubei Province, adjacent to Wuhan, is located in the middle and low latitudes. It has a subtropical humid and hot monsoon climate with four distinct seasons, long frost free period, abundant rainfall and abundant water resources.

The geological structure is relatively stable and the engineering geological conditions are excellent.

The scenic Yanjia Lake in the area will be built into the back garden and noble residential area of Wuhan city. The adjacent Honglian Lake Tourist Resort has built golf courses and high-end villas, which can absorb a large number of high-end consumers for living, leisure and vacation.

Investment cost

Compared with other provincial and national development zones, the investment cost of enterprises in Gedian Development Zone is relatively low.

Construction cost: the construction cost of industrial plant is about 800-1000 yuan / m2; the construction cost of residential building is about 600-800 yuan / m2. The details should be determined according to the technological requirements and design indexes of the enterprise.

favoured policy

In addition to the preferential treatment stipulated by the state, Gedian Development Zone will also provide more preferential policies for investment projects entering the Development Zone, which will be realized in the form of local financial support by implementing the national treatment of investment enterprises and the preferential treatment of high-tech projects.

In 2007, the comprehensive evaluation price of the land in the development zone is 280000 yuan per mu. In order to support the construction of the project, our district will transfer the construction land of the project according to the lowest price (112000 yuan / mu) stipulated by the state, depending on the amount of investment and the intensity of investment. If the fixed assets investment exceeds 100 million yuan and the investment intensity reaches 1.3 million yuan per mu, the land transfer fund will be given preferential treatment again.

In order to support the development of the project, the Management Committee of the development zone adopts the method of local profit transfer and financial support. The production-oriented enterprises can support the enterprises to pay the income tax equally within five years. The actual income of the development zone can be extended to seven years for high-tech industries. The development zone for trade oriented enterprises shall return 50% of the local retained portion of the enterprise tax amount annually.

Financial support for registered companies in the development zone and self export of mechanical and electrical products, in addition to the tax rebate stipulated by the state, the government subsidizes RMB 3 cents for each dollar exported. In addition to providing support for the declaration of stalls participating in the Canton Fair and foreign exhibitions in China, the government can also subsidize 50% of the stall fee with approval.
