Heibao Township, a township under the jurisdiction of Wangdu County, Baoding City, Hebei Province, is located in the west of Wangdu County, 11 dry meters away from the county. It borders Wangdu town in the East, Gudian town in the south, Renhou town in Tang County in the West and Sizhuang town in the north. Heibao township was named after the township government was located in dongheibao village. In 1953, Heibao township was built, belonging to Chengguan District. In 1962, Wangdu County restored its organizational system and set up Heibao commune. In January 1984, the township was rebuilt. As of June 2020, Heibao township has jurisdiction over 16 administrative villages, and the Township People's government is located at 152 Guangming North Street, Qiu village, Xiyang.

It contains vitamin B, C, protein, carotene, iron, phosphorus, calcium, sugar and other nutrients.
Wangdu pepper has been planted for nearly 600 years. During the Hongwu Period of the Ming Dynasty (1368-1398), Zhu Di, the fourth Prince of the Ming Emperor Zhu Yuanzhang, led his troops to the north, bringing not only family members, livestock and production tools, but also pepper seeds. From then on, pepper settled in Wangdu.
