Shi'an town is located 23 kilometers northeast of Xinye County, Nanyang City, Henan Province. It is adjacent to Guanzhuang Town, Wancheng District, Nanyang City in the north, Zhangdian town and guotan town of Tanghe County across Jianhe river in the East, lihepu town and qiangaomiao town in the south, and Shayan town in the West.

It has jurisdiction over 25 administrative villages with 62602 people (including 59768 agricultural people and 2834 non-agricultural people), with a land area of 106 square kilometers and a cultivated land area of 6792 hectares.

Henan Petroleum Exploration Bureau of Sinopec (Henan Oilfield headquarters) is 7km away from the town center. It is 55km away from Nanyang Jiangying airport and Xiangyang Liuji airport, 30km away from the entrance of Henan Oilfield (tongzhaipu town) of Shanghai Shaanxi Expressway, and 25km away from the entrance of xinyebei (Waizi town) of Er Guang expressway. Yuquan community is to be built in the west of the town. It is planned to build such supporting facilities as conjoined rural villas, commercial and residential houses, community party and mass service centers, primary schools, kindergartens, health service stations, fitness fields, small parks, etc.

In 2007, the total industrial and agricultural output value of the town was 1.26 billion yuan, an increase of 26%, of which the total industrial output value was 820 million yuan, an increase of 45%, the investment in social fixed assets was 156 million yuan, a year-on-year increase of 36%; the fiscal revenue was 1.8 million yuan, an increase of 10%; the per capita net income of farmers was 4300 yuan, an increase of 9%; the deposit balance was 217 million yuan.

Shi'an commune was established in 1958. In 1968, it was renamed Hongqu commune. In 1982, Shi'an commune was restored. The township was changed in 1984 and the town has been changed since 1995. It has jurisdiction over 25 natural villages and 124 villager groups. There are 15051 households and 59994 people. The minorities include Hui, Dong, Bai, Tujia and Manchu. The total area of the town is 106 square kilometers, high in the northeast and low in the southwest, with hills in the east of the middle. There are three rivers in the town: Jianhe river in the East, Lihe River in the west, tianxiaohe River in the east of the middle, and 102000 mu of cultivated land. Location:

It is located in the middle of Shian Town, Xinye County, about 1km away from the town government and 20km away from the county seat. Yuquan community is newly built with community health service station, private primary school, kindergarten, square, fitness field, hydrophilic platform and other supporting facilities. Luoguan highway runs through the village with the main canal of the fourth branch of yairrigated area, 4km away from Nanxin highway in the West and 1.5km away from Hansha road in the East. It is 39km away from Liangguang Expressway and Shanghai Shaanxi Expressway in the north. It is adjacent to Hansha road in the East, Shi'an street in the southeast, qianluo village in the south, Songzhang village in the West and Zhuzhai village in the north. Xiaoying village is located in the southeast of the town, 8 kilometers away from the town government. It is adjacent to qiangaomiao Township in the south, Daying village in the north, Lizhuang village in guotan town of Tanghe County across Jianhe river in the East, and Jigang village in the West. It is 2 km wide from east to west, 3.5 km long from north to south, and covers an area of 6 square kilometers. It has jurisdiction over 7 natural villages, 11 villager groups, 817 households and 3127 people.

About Xuezhuang Village:

Xuezhuang village is located in the northeast of the town, east of Hansha highway, 4 kilometers away from the town government. It is adjacent to Jianhe village in the north, wangciyuan village in the south, Shian youth farm in the west, and Mazhuang village in guotan town of Tang River across Jianhe river in the East. It is 2km wide from north to South and 3km long from east to west, with a total area of about 4.5km. There are 8 natural villages, 12 villager groups, 691 households and 2722 people.

About zengying Village:

Zengying village is located in the west of the town, south of Hansha highway, 3 km away from the town government. It is adjacent to qianluo village in the East, Daqiao village in the southeast, qiaolou village in the south, Lihe River in the southwest and Luying village of Shayan town across the river, Liangzhuang farm in the west, Lihe River in the northwest and Chenying village of Shayan town across the river. In the north, it was connected with Zhang village in Song Dynasty. It is 3.8 km long from east to west and 3.5 km wide from north to south, with a total area of about 13.3 square kilometers.
