Shicunying township is located in the south of Cixian county. The Township People's government is located in shicunying, 18 kilometers south by west of the county people's government. It was established in 1953 as a village. It was incorporated into Shuangmiao people's commune in August 1958. When it was founded in May 1961, the village people's commune got its name because of its location. 6129 households, 25404 people, all Han nationality.
