The north edge of subtropical humid monsoon climate zone has a mild climate. It is 10 kilometers long from east to west and 9 kilometers wide from north to south. Due to the long-term comprehensive transformation and small-scale management of farmland, it is now mostly flat farmland, rich in rice, wheat, cotton, potato, beans and other crops. The villages along the West Lake are Jiaoqiao, Songshan, Yaotang, louwan, panzui, Luowei and Fenghe. natural disaster
Shaogang township is located at the end of Fengxi irrigation canal and zhengta sub main canal, on the West Bank of West Lake in the East. Therefore, it is difficult to irrigate in dry years. At the same time, "toad urine, crop water bubble", the east along the lake, low-lying, the lowest Fenghe village Wutai team, elevation is only 18m, easy to waterlogging. Therefore, the whole township is prone to waterlogging and drought, and natural disasters are frequent. Sometimes it's seasonal disasters, sometimes it's year after year. the infrastructure of the township is not enough, the ability to resist natural disasters is poor, the economic development is often restricted by natural disasters, and the income of the masses is often slow due to natural disasters. From 1984 to 2004, the major or extraordinarily serious floods, droughts and insect disasters occurred in 1991, 1993, 1998 and 2003. The years of severe drought were 1988, 1999 and 2000. Especially in 1999, there was almost no harvest, and the yield was reduced by 70%. In 2000, there were many disasters. Waterlogging in 1998 caused three years of continuous disasters. The serious insect disasters include: the devastating insect disaster of rice planthopper occurred in 1997; the disease and pest of rice leaf roller occurred in the summer of 2002.
Market town construction
Shaogang township has jurisdiction over two market towns, Shaogang and kanshan. In the 1980s, two small market towns with more than 100 households were built. The streets were narrow, less than two feet wide and less than one mile long. In addition to the supply and marketing stations, food stations, grain stations, schools, health centers and other collective units, there are only seven or eight small shops and one or two hotels on the streets. Business is not trading and the economy is depressed. After the Third Plenary Session of the 12th CPC Central Committee, the market gradually flourished. After the district was withdrawn and the township was merged in 1992, the township government unified the planning, reconstruction and renovation of the two streets. The plan adheres to four principles: ① to facilitate production, facilitate life, promote circulation, and prosper the economy, so as to make the construction reasonably distributed and develop harmoniously; ② to proceed from reality, formulate construction standards, make rational use of existing facilities, and gradually transform and improve them; ③ to protect and improve the ecological environment, and promote sustainable development; ④ to adhere to rational land use and save land. Since the beginning of the new century, the township party committee and government have accelerated the pace of infrastructure construction of small market towns. When you enter Shaogang market town, you will see a broad 40 meter street with 21 meter asphalt pavement in the center. The roadside flower beds, trees and street lamps complement each other. On both sides, there are many buildings, high-voltage lines, cable TV and post and telecommunications lines arranged in parallel. The hardening, lighting, greening and beautification of the market town are pleasing to the eye. Four things have been done: first, the sewers have been repaired. After the construction of huoma Youzha Road, a 1-meter-wide and 1-meter-deep sewer was built in the north of the kilometer street. The second is to build a good education road. In the central section of the street, Yucai Road with a width of 30 meters and a length of 200 meters was built to the south. The pavement was paved with concrete, and six flower pools with a width of 2 meters and a length of 10 meters were built in the middle of the road. The piles were driven on both sides of the road and two-story residential buildings were built. The third is to install street lamps. The power supply station has installed kilometer double arm street lamps in combination with the transformation of rural power grid, making Shaogang street a "bright pearl at night". Fourth, planting good street trees. The township built 50 flower pools in the kilometer street, planted flowers and trees, planted 1000 magnolia trees on both sides, and implemented the "Three Guarantees in front of the door" to carry out civilization building activities. Fundamental changes have taken place in the whole market town. at the same time, since 1993, the people of the whole township have implemented the comfortable housing project. Each village has been planned and implemented the five in one overall planning of village, road, forest, canal and farmland. By 1997, farmers had built houses and basically formed villas.
economic construction
Big agriculture big agriculture includes agriculture, forestry, animal husbandry, fishery, etc.
① Agriculture
After 1984, with the changes of the political and economic situation, agricultural production experienced the major actions of reform and expansion from 1984 to 1992, and the adjustment of twice contracted land. Especially in the ten years from 1995 to 2004, the CPC Central Committee and the State Council proposed to reduce the burden of farmers, and adopted various channels and hard measures to promote the reform of taxes and fees, so that the burden of farmers was reduced year by year. In 2005, the agricultural tax was completely cancelled, and the policy of back feeding agriculture was implemented, such as subsidies and grain subsidies for good varieties, which improved the enthusiasm of farmers in growing grain and promoted the development of agricultural production . From 1984 to 2000, the township government carried out the method of "pushing the mill and turning the circle" in every village, engaged in water conservancy construction and farmland management. In particular, from 1993 to 1997, Shaogang Township introduced "Huang Huai Hai planning and management" to comprehensively manage fields, forests, roads and canals, which played a great role in promoting the development of agricultural production. Since 1984, especially after 1992, Shaogang township has built water pumping stations and irrigation and drainage stations in Fenghe village, Jiaoqiao village, Luowei village, louwan village, panzui village, Yaotang village, Gugeng village, Heying village, Gujing village, xinlou village and Songshan village respectively, which have relied on farmland irrigation and ensured a large scale The accumulated farmland is rich in drought and flood, and the farmers' income is steadily increasing year by year. In 1991, due to the extremely serious flood disaster in agriculture, the annual grain output was only 7800 tons, and 9855 tons of grain, 370 tons of oil, 546 tons of cotton and 3660 houses were lost due to the disaster. The per capita net income of farmers was only 153.93 yuan. In 1992, after the district was removed and the township was merged, the agricultural production gradually recovered, and the greenhouse vegetables in fanwei village and Fenghe village in "tofu village" emerged. Fenghe village is known as the "tofu village". There are 510 households in the village, and nearly 100 households grind tofu. The tofu is tender and delicious, which is sold to Huoqiu Chengguan. Bean dregs are used to feed pigs, which has become one of the main projects for Fenghe villagers to get rich. Fanwei village is located in the west of Shaogang market town. There are 460 households in the village. Each household has large-scale greenhouse vegetables, and some households also produce off-season vegetables. This project has become a major feature of fanwei village.
② Forestry
since 1984, every spring, we have called on the cadres and masses of the whole township to plant trees. In the farmland capital construction and community management, forestry has also been included in the planning, so as to achieve the comprehensive management of fields, forests, roads and canals. In 2003, in accordance with the requirements of the higher authorities, the whole Township began to implement the program of returning farmland to forest, especially in the original gangbo mountains. By 2004, the total area of returning farmland to forest in the township reached 2760 mu. After being accepted by the forestry department, it was granted administrative compensation according to the relevant provisions of returning farmland to forest
