In July 1935, Guan Ying, Secretary of the Fujian Zhejiang Jiangxi provincial Party committee, led a small group of the provincial Party committee to move from sanligang, Wuyuan to Kukeng, Changhong, Kaihua. He joined with Tu Zhennong, member of the provincial Party committee and Minister of propaganda, Shao Changhe, who had been working in Kaihua, and Zhao Lisheng, Secretary of the county Party committee of kaiwuxiu center, and set up a secret machine of the CPC Fujian Zhejiang Jiangxi provincial Party committee in Kukeng, where the county Party committee of kaiwuxiu center was located Off.
