Gaoxu town
Gaoxu town is located in the northeast of Shuyang County, inserted into the hinterland of Lianyungang City, bordering Haizhou District, Donghai County and Guanyun County of Lianyungang City, and adjacent to Hudong town and Xixu township of the county. The town covers an area of 61.15 square kilometers (in 2017), with a cultivated area of more than 60000 mu, nine administrative villages, one neighborhood committee and a population of 32599 (in 2017). The water and land transportation is convenient. The Han Gaomu line (sanggao Road County Road X301) and 344 provincial road run through the north and south. Liansu canal (ancient lianpoyang Shanhou River) and rose river run through the East and west of the territory. Among them, Liansu canal (the third level channel) is connected to Xuwei port of Lianyungang in the East and Suqian section of Beijing Hangzhou Grand Canal in the West. It is 10 kilometers away from Lianyungang Huaguoshan International Airport, 25 kilometers away from baitabu airport, 20 kilometers away from Lianyungang Huoyang expressway, Ninglian expressway, 25 kilometers away from Coastal Expressway and 30 kilometers away from Beijing Shanghai expressway. Gaoxu town is the largest pollution-free rice base, high-quality japonica rice production base and rice processing and distribution center in Northern Jiangsu Province. It is the first batch of "Weidao town" in Jiangsu Province. Gaoxu rice is the first national agricultural product geographical indication product in Shuyang County.
Historical evolution
In 1912, Haizhou Zhili Prefecture was renamed Donghai County. The county government was set up in Haizhou District of Lianyungang City. The administrative district followed the Qing Dynasty system, and Donghai County had jurisdiction over 50 towns. On April 11, the governor of Jiangsu issued Guanyun county magistrate. In the southeast of Donghai County, Guanyun county is newly established. Guanyun County governs 11 towns and Donghai County 39 towns.
In 1913, 39 towns were divided into 7 cities and 2 townships. Gaoxu belongs to Hainan city, Donghai County. Hainan city has 6 and a half towns: Gaoju (gaoxu), Longju, Nangang, Ganghe, hudongkou, lannihong and Xinggu (banzhen). At the beginning of 1919, 7 cities and 2 townships were divided into 8 districts, with 48 towns and 134 townships under its jurisdiction. Gaoxu is the Fourth District of Donghai County. In 1920, eight districts were merged into five districts. Gaoxu belonged to the Second District of Donghai County, which governed four towns and 53 townships until the liberation of Donghai County in 1948. Gaoju township (gaoxu), Longju Township, Xiaoyi Township, Ganghe township (Xiwei), lianbei township (Hudong), Dougou Township, Nangang Township, Xiafang Township, Buxu Township and chendun Township were under the second district.
During the Anti Japanese War, Donghai County fell into the hands of the Japanese army and was established as a puppet Donghai County, belonging to the puppet Huaihai province. When the Japanese blockaded the Longhai railway, the whole county basically took the Longhai Railway as the boundary, and successively established two anti Japanese democratic governments, the South Railway and the north railway. The two Donghai counties in the north and the South were revolutionary regimes, and there was a Kuomintang Donghai County, which was subordinate to the national government. Before the Japanese occupation, the county seat was in Haizhou. During the period of exile, the county government was stationed in gaoxu, which was the political and military center of Donghai County in the Republic of China (equivalent to today's Lianyungang).
In 1939, after the Japanese army occupied Haizhou, Donghai County government became a government in exile. County magistrate Pang Shoufeng led the government personnel to retreat southward to Gaoxu township. Gaoxu became the wartime residence of Donghai County Government of Kuomintang. Although the county magistrate Pang Shoufeng was ordered to lead the exiled government forces to actively participate in the Anti Japanese War, the Kuomintang diehards represented by Pang Shoufeng constantly created friction after the establishment of the people's Government of Lunan Donghai County, in an attempt to eliminate the new people's political power of Lunan Donghai County. On December 18, 1940, song Yunlong, Secretary of Donghai County CPC Committee, and song Yaonan, Secretary of Donghai County CPC Committee, commanded the local armed forces of Donghai County. With the support of the seventh, eighth, and ninth regiments of the third detachment of the fifth column of the Eighth Route Army led by Zhang Aiping (which was reorganized into the seventh, eighth, and ninth brigades of the third division of the New Fourth Army in 1941), they launched an attack from hudongkou township to the government station in exile, encircling gaoxu as the center On December 21, the main force of the Kuomintang diehards' County standing team was annihilated in one fell swoop in more than 10 villages of the country. County magistrate Pang Shoufeng, county standing team leader Ding Tongdao and more than 200 subordinates were captured, and more than 100 guns were seized, which dealt a heavy blow to the diehards' government. After Pang Shoufeng was captured alive, he was released after being persuaded and educated by general Zhang Aiping.
In November 1940, the democratic government of Donghai County (Railway South) in Jiangsu Province was established in qianliangdang (Donghai County at that time, Guanyun county at present) of Nangang township. At the same time, the CPC Donghai County Committee was established to govern Longnan District and Donghai Second District, and later moved to hudongkou Township and lannihong township. In July 1945, Gaoju District of jiandonghai County governed seven townships, including Gaoju, Xuwei, Zhoudong, Shandang, Jianxin, Weijie and LiTaO. The district government was stationed in gaoxu. At the beginning of 1947, four new districts, Longju, Gaoju (gaoxu), pingming and Shangfang, were built. At that time, Kuomintang troops launched a large-scale attack on the liberated areas. Most of gaoxu and other districts were occupied and some became guerrilla areas.
On May 25, 1949, Donghai County (Railway South) in Jiangsu Province was abolished by the Huaiyin special district government. The towns of gaoxu, Hudong, Xixu, Xiafang, qingyihu, anfengshan, Quyang, Fangshan, Zhangwan, pingming, Xiaoyi, Longju, Dougou and Nangang under the jurisdiction of Donghai County were merged into Shuyang County and Guanyun county. Since then, gaoxu has been separated from the jurisdiction of Haizhou District of Lianyungang City and subordinate to Shuyang County.
Since then, there has been only one Donghai County, Donghai County (Railway North), which belongs to Shandong Linyi special area. In May 1941, the East China Sea Office was established in the north of the railway, and it was changed to Hailing County in August of the same year. In November 1945, hailing county was renamed Donghai County. Shandong Province has been in the south of Shandong Province, Binhai District, Linyi area. In January 1953, Donghai County was transferred from Shandong to Xuzhou, Jiangsu Province. In November, the people's Government of Jiangsu Province decided to transfer 180 villages in 30 townships of Anfeng, Fangshan and Waji districts of former Lunan Donghai County from Shuyang County to Donghai County. On March 16, 1954, the handover procedure was formally completed. In March 1983, Jiangsu province implemented the system reform of city Governing County, Donghai County was under the jurisdiction of Lianyungang City from Xuzhou.
On December 12, 1957, the people's Committee of Shuyang County decided to withdraw the district and merge the township. Gaoxu people's commune was established in 1958. Gaoxu commune has 17 agricultural teams, including hexizhuang, Bufang, qiugu, Liuge, magou, diaoxia, Henan, Shandang, Muzhuang, zhouche, Daqiao, Guji, Litao, Zhangxu, Zhongzhuang, one agricultural team and 125 production teams. In 1959, Xixu commune was abolished. Except for qianche, Haozhuang and Qiuzhuang, the other groups were incorporated into gaoxu commune. In 1962, Xixu was separated from gaoxu and its system was restored. Gaoxu Township, formerly known as Gaoju Township, was changed to gaoxu Township in 1985. In February 2000, with the approval of the people's Government of Jiangsu Province, gaoxu was set up as a town instead of a township. It has jurisdiction over one neighborhood committee, nine village committees, 58 natural villages and 76 production groups.
In 2013, Suqian Municipal People's Government (suzhengfu No. 17 document) decided to formally establish a municipal "Suqian Shuyang Lingang Industrial Park" on the basis of Shuyang Lingang New Town Development Zone in Gaoxu Town, and approved the planning and construction area of 25.5 square kilometers. In June 2015, with the approval of the county Party committee and the county government, Suqian Shuyang Lingang Industrial Park and gaoxu town worked together. Gaoxu town is the political and economic center of Suqian Shuyang Lingang Industrial Park.
Historical rumor:
It is said that during Qianlong's third "Southern Tour", he sailed from Haizhou, Lianyungang to Huainan along the Qiangwei river. At a turning point (where gaoxu town is now located), he saw a high beach on the South Bank of the river. There were people living there.
