Wugang town is located in the northeast of Lianshui County, Huai'an City, Jiangsu Province. It is connected with Shihu town in the East, Hongyao town across the Salt River in the west, donghuji town in the South and Xinji Town in Guannan County in the north. Guyan River and Lianxin Road pass through the town. With a total area of 112.18 square kilometers (2017), it has jurisdiction over 2 neighborhood committees and 20 administrative villages, with a total population of 45040 (2017).

Wugang town belongs to Lianshui County, Huai'an City, Jiangsu Province. Located in the northeast of Lianshui, it is adjacent to Shihu town in the East, Hongyao town across the Yanhe River in the west, donghuji town in the South and Xinji Town in Guannan County of Lianyungang City in the north. Guyan River and Lianxin Road pass through the territory, and the water and land transportation is very convenient.

According to Mr. Tan Qixiang's Historical Atlas of China (eight volumes in total) and the unearthed cultural relics at qingliangang, Qili in the south of Liancheng, and sanlidun, 25li in the north of Liancheng, it can be inferred that qingliangang, Liancheng, sanlidun, and Wugang are basically on the same coastline. As early as 5000 or 6000 years ago, human beings had lived on the land of Wugang.
Wugang is located in the northeast of Lianshui, 60 li away from the county seat. It is named Wugang because there are tuanxu River (this river is in the east of Wugang), Qili River (in the northeast of Wugang), Keman River (in the north of Wugang), Pingwang River (in the north of Wugang), and Guanhe River and Wushui confluence here.
To the east of Wugang is the sea in ancient times. It is an important town in the north of Lianshui. It is an important gateway and the political, economic and traffic center of this area. There used to be inspection department, Hebo office and tax department.
Wugang was built in the early Ming Dynasty.
In the Ming Dynasty, autonomous organizations and towns were set up below the county level. At that time, Anton set up two roads and nine towns: two roads: East Road and West Road; nine towns: Fumin Town, Wugang Town, Dafei Town, Chaohe Town, Chamiao Town, Chenxi Town, Jincheng Town, Changle Town and Yuchang town.

In the first year of the Republic of China (1912), under the rule of the Beiyang government, Lianshui was divided into six cities and seven townships. Six cities: Bencheng East Road, West Road, Jincha, Wugang and Dafei; seven townships: Baotan, Jiuan, Fumin, fishing ground, Changle, Chaohe and Chenxi. From the first year of the Republic of China to the 17th year of the Republic of China (1928), Wugang was called Wugang City.
In 1929, under the rule of Nanjing government, Lianshui was divided into nine districts and 279 townships. Wugang town belonged to the seventh district. The office of the seventh district was originally set up in daxinji and later in Chenjiagang. The seventh area is still the original area of the five ports.
In 1934, Lianshui district was changed from nine districts to seven districts, and 279 townships were merged into 148 townships. At this time, Wugang town belonged to the Fourth District, and the office of the fourth district was located in zhengtankou.
During the Japanese puppet period, the division of Lianshui did not change.
After December 1946, the KMT recaptured Lianshui and made three adjustments to the 148 townships in the original seven districts: the first was in 1947, when 148 townships in the original seven districts were merged into one town (one town and two townships) and seven districts (46 townships). At this time, Wugang town belonged to the fourth district; the second was in July 1947, when the township was directly under the central government The county was rezoned into seven districts and 148 townships. At this time, Wugang town was still in the fourth district. The third time was on February 8, 1948, when 148 townships in seven districts were merged into one township (one town and four townships) and four districts (144 townships). On August 27, 1940, the Anti Japanese democratic government of Lianshui County under the leadership of the Communist Party was established. The division of the government remained unchanged and followed the division of the Kuomintang government. On January 24, 1941, Lianshui County was divided into two counties, Lianshui County and Liandong County, with Yanhe River as the boundary. After the division, Lianshui County had jurisdiction over the first, second and third districts (most of the first district), and Liandong county had jurisdiction over the fourth, sixth and seventh districts, with the former five districts for Binhai. At this time, Wugang town belonged to Liandong county.
In February of the Republic of China, Liandong county changed the original seven, six and four districts into one, two and three districts. At this time, Wugang belonged to the third district. In November of the same year, four and five districts were added. The west of Yifan River, the north of Dadong and the south of Xinji were divided into five districts. At this time, Wugang belonged to the Fifth District of Liandong county. From November 1942 to January 1943, Liandong county changed five districts into six districts: Nanji District, Xuji District, Huangying District, Dadong District, Dianhu district and Bailu district. At this time, Wugang belonged to Bailu district.
In January of the thirty second year of the Republic of China, Liandong County divided six districts into three districts, and Wugang still belonged to the third district. In June, it was divided into districts 1, 2, 3, 4 and 5, and Wugang belonged to the Fifth District. In the spring of the thirty fourth year of the Republic of China (1945), except for the enemy occupied areas, Liandong county was divided into 13 small districts, and Wugang belonged to Nanlu district. In August of the thirty fourth year of the Republic of China, the Japanese aggressors surrendered, and in the thirty fifth year of the Republic of China (1946) In September, Liandong County merged 18 districts into nine districts: Xuji District, Dadong District, Nanji District, Huangying District, Bailu District, Xisi District, Liancheng District, Wugang district and Fanzhi district. At this time, the five ports are divided into districts. In December of the thirty fifth year of the Republic of China, the Kuomintang occupied Liancheng. At that time, Liandong county was divided into four districts: Nanji District, Huangying District, Bailu district and Huji district. At this time, Wugang belonged to Huji district. In May of the thirty sixth year of the Republic of China (1947), Liandong county was divided into eight districts: Nanji District, Liancheng District, Bingtong District, Bailu District, Xisi District, Huangying District, Huji district and Wugang district. On June 13, 1950, Lianshui County and Liandong County merged and were still called Lianshui County. On December 21, 1957, Guannan county was newly built. The provincial people's Committee decided to assign five townships of Baishui, Huayuan, Xinji, Liutang and shuohu to Guannan. At this time, there were 22 townships and one town in the county.
In August 1958, 21 people's communes were established in the county: Huji, Dongfeng, Xuji, Baotan, Liji, Dadong, Hongyao, Maduo, Huidun, Chengji, Tongxing, Chenshi, Wugang, Liangcha, Tangji, Nanlu, Gaogou, Chamiao, Jiangan, Huangying and Nanji. At this time, Wugang was called Wugang people's commune.
Since then, Lianshui district has changed, but Wugang people's commune has not.
