Located in Huai'an District of Huai'an City, the hometown of Premier Zhou, the state-owned Baimahu farm of Jiangsu Province was founded in 1959. With a total population of 14120 people (in 2010), it has jurisdiction over 10 agricultural management zones, 2 neighborhood committees and 1 livestock and water company, 3 state-owned enterprises and 15 private enterprises. The total area is 66 square kilometers, including 50000 mu of cultivated land, 10000 mu of breeding water and more than 18000 mu of forest net.

The farm is surrounded by water on all sides and lake on both sides. It has fertile soil, good ecology and convenient transportation. It is a national seed production base, a national pollution-free agricultural product demonstration base and a provincial leading enterprise in agricultural industrialization.
