Zhang Qi

Zhang Qi, male, Han nationality, born in March 1961 in Shouxian County, Anhui Province, holds a master's degree in engineering and Business Administration for senior managers. He started work in August 1981 and joined the Communist Party of China in June 1983. He was once a member of the Standing Committee of Hainan provincial Party committee and Secretary of Haikou municipal Party committee.

On December 3, 2020, Guangzhou intermediate people's Court of Guangdong Province publicly sentenced Zhang Qi to bribery, sentenced the defendant Zhang Qi to life imprisonment for bribery, deprived of political rights for life, and confiscated all personal property. Zhang Qi said in court that he would obey the judgment and not appeal.

Disciplinary investigation

Resignation of representative

On September 19, 2019, the Standing Committee of Haikou Municipal People's Congress announced that the Standing Committee of Longhua District People's Congress decided to remove Zhang Qi as a deputy to the 16th Haikou Municipal People's Congress. Arrest according to law

Prosecution

In April 2020, Zhang Qi, former member of the Standing Committee of Hainan provincial Party committee and former Secretary of Haikou municipal Party committee, was suspected of taking bribes. The case was investigated and concluded by the State Supervision Commission. After being appointed by the Supreme People's Procuratorate, the case was examined and prosecuted by the Guangzhou Municipal People's Procuratorate of Guangdong Province. The Guangzhou Municipal People's Procuratorate has filed a public prosecution with the Guangzhou intermediate people's court.

In the stage of examination and prosecution, the procuratorial organ informed the defendant of Zhang Qi's litigation rights in accordance with the law, interrogated the defendant and listened to the opinions of the defender. The prosecution alleges that the defendant Zhang Qi, taking advantage of his position as deputy mayor of Sanya Municipal People's government, director of Hainan Provincial Tourism Bureau, deputy secretary of Danzhou municipal Party committee, mayor of Danzhou Municipal People's government, Secretary of Danzhou municipal Party committee, member of Hainan Provincial Standing Committee, Secretary of Sanya municipal Party committee and Secretary of Haikou municipal Party committee, sought benefits for others and illegally accepted them Other people's property, especially huge amount, should be investigated for their criminal responsibility in accordance with the law.

First instance

On July 9, 2020, the Guangzhou intermediate people's Court of first instance of Guangdong Province held a public session to hear the bribery case of Zhang Qi, former member of the Standing Committee of Hainan provincial Party committee and former Secretary of Haikou municipal Party committee.

The Guangzhou people's Procuratorate of Guangdong Province sued and charged that from 2005 to 2019, the defendant Zhang Qi took advantage of his position as vice mayor of Sanya City, deputy secretary of Sanya Municipal Party committee, director of Hainan Tourism Bureau, deputy secretary of Danzhou municipal Party committee, mayor of Danzhou City, Secretary of Danzhou municipal Party committee, member of Standing Committee of Hainan provincial Party committee, Secretary of Sanya Municipal Party committee and Secretary of Haikou municipal Party committee To provide assistance for relevant units and individuals in land development, project contracting, project promotion and other matters, and to receive property from the above-mentioned units and individuals alone or through their close relatives, amounting to more than 107 million yuan.

During the trial, the public prosecution organ presented relevant evidence, the defendant Zhang Qi and his defenders cross examined, and the prosecution and defense fully expressed their opinions under the auspices of the court. Zhang Qi also made a final statement and pleaded guilty and repentance in court. Some deputies to the national and Guangzhou people's congresses, members of the Chinese people's Political Consultative Conference, journalists and people from all walks of life attended the trial.

At the end of the trial, the court announced that the court would suspend the trial and pronounce a sentence on an optional date.

Sentence of first instance

Zhang Qi was sentenced to life imprisonment, deprived of political rights for life, and all personal property was confiscated. The trial found that: from 2005 to 2019, Zhang Qi, the defendant, took advantage of his position as deputy mayor of Sanya Municipal People's government, deputy secretary of Sanya Municipal Party committee, deputy secretary of Danzhou municipal Party committee, mayor of Danzhou Municipal People's government, Secretary of Danzhou municipal Party committee, member of Standing Committee of Hainan provincial Party committee, Secretary of Sanya Municipal Party committee, Secretary of Haikou municipal Party committee, etc., to provide assistance for relevant individuals and units in land development and project management Providing assistance in contracting, project promotion and other matters, and illegally accepting other people's property directly or through specific related parties, amounting to more than 107 million yuan.

The Guangzhou intermediate people's court held that the defendant Zhang Qi's behavior constituted the crime of taking bribes, and the amount was especially huge, which should be punished according to law. In view of Zhang Qi's ability to truthfully confess his crime after he came to the case, voluntarily account for part of the bribery facts that the supervisory organ has not yet mastered, plead guilty and repent, and all the stolen money and goods involved in the case have been recovered, which has the legal and discretionary circumstances of lighter punishment, and can be given lighter punishment according to law. The court made the above judgment.
