Xia Hu, an official of Qing Dynasty, was born in Zhejiang, China. In 1758 (the 23rd year of Qianlong), Xia Hu succeeded song Qingyuan and became the county magistrate of Taiwan.
It has jurisdiction over the whole territory of Chiayi County, Chiayi City, Tainan County and Kaohsiung County in southern Taiwan. With an area of 4500 square kilometers, it was also the place where the Han people concentrated during the Qing Dynasty.
