Gong Huanwen, male, Han nationality, was born in November 1939 in Baoding, Hebei Province. He joined the Communist Party of China in March 1960. He started work in August 1961. Graduated from Baoding construction engineering school, majored in civil engineering, college education, economist, former deputy director of Hebei Provincial People's Congress Standing Committee (retired).

From 1958 to 1961, he studied in Baoding construction engineering school. From 1961 to 1964, he was a soldier, student and Secretary of Baoding army. From 1983 to 1988, he served as deputy director and member of the leading Party group of the provincial Civil Air Defense Office. From 1988 to 1990, he was director of the provincial Office of science, technology and industry for national defense and Secretary of the Party group. From 1990 to 1991, he was director of the Provincial Construction Commission and Secretary of the Party group. From 1991 to 1993, he served as director of the provincial Economic Planning Commission and Secretary of the Party group. From 1993 to 1996, he served as director of the Provincial Planning Commission and Secretary of the Party group. Since 1996, he has been director of the Provincial Planning Commission, Secretary of the Party group, and Deputy Secretary of the Provincial Comprehensive Economic Working Commission. Member of the fifth provincial Party committee and representative of the 14th and 15th CPC National Congress.

Honors
