Huang Chaobin, male, Han nationality, was born in September 1957 in Fuquan City, Guizhou Province.

He is a member of the Communist Party of China and a three-level professor. He graduated from Guizhou Fuquan normal school in July 1979 and worked in Gaoshi Central School of Fuquan county. He graduated from the Education Department of Southwest Normal University in July 1986, and successively served as the deputy director of educational administration department and director of Education Discipline Department of Qiannan Normal College for nationalities.
