Huang Yanchen (date of birth and death unknown), the word Shu can, Song Dynasty Fujian Longxi people.
He was a Jinshi in 1067. He successively served as Nanning's chief bookkeeper, Suzhou's Lu Shen, Changting and Nan'an's county magistrate, transferred to Quanzhou and Guang'an, and later served as PU, Ting, Jian and Jianzhou's Prefecture magistrate. He was an official to chaosan's doctor and presented to Shaoshi. During his official career, Yan Chen observed the people's situation and handled affairs prudently. When Yuanyou sentenced Quanzhou in the early years of the Yuan Dynasty, the county was robbed, and the robber was tortured and confessed. The sheriff believed it and was ready to behead him according to the law. However, Yanchen reported to the prefect to suspend the execution of the sentence on the ground that the truth was not known and the case was unjust. After investigation and search, the real robber was finally found. When working in Tingzhou, some salt smugglers were arrested and sentenced to death. Yanchen thought that "although the legislation is strict, the implementation of the law must be forgiven", so he asked people to put salt in the county court without asking, and for a long time it was salted into bittern, so the number of salt dropped sharply, less than 100 Dendrobium, so the peddler could be exempted from the crime of death. When they knew the sword and built the two prefectures, the common people "suffered from a small sum of money, and even some of them did not give birth to a son." When Yanchen learned of this situation, he called for the exemption of "Ding Qian". He ordered that investigation and research should be conducted and reported monthly according to the facts. For those who have actual difficulties, he not only exempted Ding Qian, but also allocated money to support them, thus greatly reducing the phenomenon of abandoned babies. Yanchen is usually frugal and self reliant. When his son Huang is willing to be the county captain of Jinjiang, he specially bought a fine sedan chair to offer to his father. Yanchen blames his son for his extravagance. Instead of rewarding him, he burned the sedan chair and wrote to Huang Yuan to admonish him. Most of his sons and grandsons were officials, including seven sons, of whom Shuo, Yu, yuan and Ying all became Jinshi. Huang Yanchen is also diligent in his works, with 20 volumes of anthology and several volumes of essays published in the world.
