Wang Qu, a native of Gansu Province, took over from Zhang Chuanjing in 1858 (Xianfeng 8) and became the county magistrate of Taiwan.

Wang Qu governs the whole territory of Chiayi County, Chiayi City, Tainan County and Kaohsiung County in southern Taiwan. With an area of 4500 square kilometers, it was also the place where the Han people concentrated during the Qing Dynasty.
