I think that we should take advantage of calming down the chaos of CAI and subdue Yuanzhou and Yanzhou with virtue. Today, it is so difficult to build peace with the five saints. I thought that it might be the prime minister. The good strategy of governing the country was hidden in my heart. The minister thought that the six officials should be eliminated, the nine domains (the rule of the world at the time of Yu) should be reiterated, and the king system and the order of the moon should be revised. He advocated filial piety and amity among the nine ethnic groups, expanded admonition, stopped recommendation and resumed examination, appeased the four people (scholars, agriculture, industry and Commerce), reduced Buddhism and Taoism, promulgated decrees and trained soldiers to prepare for war.
