Yu liansan (1841-1912) was born in Shanyin (now Shaoxing, Zhejiang Province) with the name of Luoxuan and Yuxian. Great grandfather Yu Shengwen, grandfather Yu fangting and father Yu xingruo are well-known as curtain officials. Since childhood, he has been deeply influenced by family education, and he is intelligent and diligent in learning. At the age of 16, he joined the army in Shanxi Province, managed the military Fu, took part in the military aircraft, and took part in the battle of defending the river. He successively made contributions. He was the magistrate of Wuxiang County, Zhili Prefecture of Jin Dynasty, transferred to Ningwu Prefecture, and transferred to Taiyuan Prefecture. In the early years of the reign of Emperor Guangxu, there were successive droughts. Hungry people looked at each other in the road. The moon shone on the bones of the barren ruins, and there was no sound of chickens and dogs within a hundred Li. Lian Sanqin was in charge of the relief work. The relief documents were passed on far and near, and millions of money was raised for the relief work. In Jin Dynasty, people planted more tobacco and less millet. Lian San's first strategy for governing Jin Dynasty was to ban smoking. He personally came to every village to persuade the local gentry to plant mulberry, hemp, cotton, vegetables, potatoes and peanuts. He also distributed seeds to the old and the weak. The villagers resisted first, followed by doubts, and then realized that the way to survive was to broadcast mulberry and hemp. Instead of cultivating tobacco soil, they gladly eradicated tobacco seedlings and planted good varieties. He has been in charge of Jin for 15 years and has made outstanding achievements, ranking first in the province. In the 15th year of Guangxu (1889) of the Qing Dynasty, Jin made up for Jining Road, sought to move Hunan envoys, gave them headgear and wore Shanxi envoys. In 1898, he moved to Hunan Province as a political envoy. During the reform movement of 1898, he sponsored Governor Chen Baozhen to carry out the new policy, and then he was promoted to governor of Hunan Province.
Achievements in governing Hunan
During the period of governing Hunan, we knew that Hunan suhao was barren, the folk custom was strong, and there were many green forests, but the floods, droughts and famine were connected. In 1895, the drought in Hunan Province was serious, and the accumulation of Tibet was exhausted. However, the local officials were ordered to apportion the treaty reparations, and the time limit was too short. There were a lot of grievances among the people. In four years in Hunan, the only way is to cultivate vitality and unite public opinion. All housing donation, city donation and Mu donation will not be held if they are slightly involved in disputes. During the riots in Xinning, Wugang, Ningyuan, Leiyang, Yongxing, Liling, Liuyang and Chenzhou, all the towns were quiet and silent, and the four places were solemn. In the winter of the 29th year of Guangxu (1903), he moved to Shanxi Province as governor and returned home with illness. The ship passed Wuhan and was detained by Zhang Zhidong. In August 1907, he returned to Beijing and ordered him to serve as Minister of law, Assistant Minister of finance, and give horse riding to the Forbidden City. In the first year of Xuantong (1909), the second month of the leap period, he was awarded the Assistant Minister of cangchang. He was appointed as the servant of the warehouse yard. He got rid of the disadvantages of the warehouse and sympathized with the difficulties of foreign transportation. He died in Tianjin in February 1912 and was named Minfu.
