Huangguan town is located in the south of the county, bordering Jiangyong County in the East and Gongcheng County in the southeast. Huangguan, where the town people's government is located, is 21 kilometers away from the county. Formerly known as huangniuzhai and Huangniushi, it was renamed Huangguan in 1957. Founded in 1984, the town has 15 village offices, 253 natural villages and 442 villager groups, covering a total area of 210.3 square kilometers. At the end of 1990, there were 12171 households with 42143 people, and the population density was 200.39 people per square kilometer. The cultivated land is 35466 mu, including 30371 mu of paddy field and 5095 mu of dry land. Located in the middle and upper reaches of Guanjiang River, the main stream of Guanjiang river flows through 10 village offices, with reservoirs and dams such as Dapingshan, shizijian, buzhujiang, huilongyan, etc., forming a gravity irrigation network, which creates good conditions for rice and other grain production. It is one of the main grain producing towns in the county. It is the second largest fruit producing area in the county with an annual output of 2100000 kg. There is a stone mountain in Huangguan town. The mountain is like a scallop, lying on the riverside. On the top of the mountain, it is broad and flat, with deep forests. There are two roads in the north and south, which can lead to the cliff and each pass, so it is called huangniu Village. Later, the number of people living in the city increased, forming a market and changing its name to cattle market.
In the middle of the Republic of China, it was Huangguan District, which had jurisdiction over Shilong, Fengjun, Yueshan, Yuanyuan and Chongshun. In 1947, it was renamed Yingjun township.
After liberation, the people's Government of huangniu city was established in December 1949; in August 1952, it was renamed the second district; in December 1957, it was divided into four townships: Huangguan, Shangshang, Xishan Yao Township and doushui Yao township; in August 1958, Huangguan, doushui, Shangshang and Xishan townships were merged into Huangguan people's commune. (Xishan commune was added in April 1959); in July 1961, Huangguan commune and baizhupu commune were set up separately; in July 1962, Huangguan commune was merged; in April 1968, it was changed into Huangguan Revolutionary Committee; in 1980, it was changed into Huangguan commune management committee; in 1984, it was changed into Huangguan local people's government; in September of the same year, it was changed into Huangguan Town People's government, which is still in use today.

It has been known as "Yubi points to the sky" since ancient times. The Baisha ancient tombs in the Han and Jin dynasties have a history of more than 2000 years.
