One kilometer to the north of Rongxian City, 40 kilometers away from Zigong and 100 kilometers away from Leshan, facing the famous Rongxian Buddha across the city, there is a direct cement road, so the traffic is very convenient. Shuangxi lake is a suburban tourist scenic spot with subtropical low mountain lakes as the main body and mountains, streams, gullies and places of interest as the background. Shuangxi lake has a total storage capacity of 55 million cubic meters, with a radius of 2.5 square kilometers in front of the bank. It has a broad vision and a spectacular lake surface. Shuangxi Lake Valley is divided into Dongchuan Valley and Luoyin stream, with high mountains and dangerous valleys, green floating in the air, winding water and beautiful scenery. It is known as the "small Three Gorges".
Shuangxi reservoir is located in the upstream of Xushui River, a tributary of Fuxi River. The dam is located near Shuangxi shuge, one kilometer north of Rongxian city. The reservoir basin belongs to the Tuojiang River system, with a catchment area of 80.26 square kilometers and a channel length of 24.4 kilometers. 300 meters upstream of the dam, a stream on the left bank confluences with Xushui River, and the upstream valley of the confluence is suddenly open, forming a triangular flat dam, named songjiaba, which is the main storage area of the reservoir.
The reservoir area belongs to subtropical humid monsoon climate, with four distinct seasons of warm winter, hot summer, early spring and autumn rain, abundant rainfall, effective irrigation area of 216000 Mu and guaranteed irrigation area of 194000 mu. Shuangxi reservoir project is composed of five parts: dam, spillway, emptying (diversion) tunnel, drainage tunnel and power station, with diversion tunnel. The Wutong Shimen diversion tunnel is designed to cross Shimen and connect Dongchuan water and Wutong slobber, and to use the double Valley Reservoir in the adjacent valley to fill the flood water in the Shuang Xi reservoir. The planned tunnel is 1km long, round and 2m in diameter, with an annual water diversion capacity of 10.8 million cubic meters.
Three up and three down
In the early 1950s, the Ministry of water resources of Southwest China and the water resources department of Sichuan Province successively sent technicians to Shuangxi shuge area for investigation. In February 1958, Comrade Wu Yuzhang, member of the Central Committee of the Communist Party of China, returned to his hometown and listened to the report of the county Party Committee on the construction of Hongqi reservoir. He personally visited the dam site of Hongqi reservoir in Fubei Township and put forward suggestions on the construction of Hongqi reservoir. In November of that year, the county set up a reservoir construction headquarters, appointed Li Zhaotang as the commander, dispatched 350 migrant workers, and carried out the construction of sheds, resettlement, construction of dams and other work to prepare for the dam construction.
Due to the urgent need to transfer labor for the large-scale operation of iron and steel industry at that time, all the migrant workers were transferred to the county factories. On February 7, 1959, the Hongqi reservoir project was put off.
On October 1, 1959, the county decided to restart the Hongqi reservoir, appointed Cao Naijun as the commander, and set up the project headquarters. This time, more than 6000 migrant workers were transferred free of charge throughout the county, consuming more than 1.3 million working days. Later, due to the financial and material difficulties of the state, on March 27, 1960, the company announced the shutdown.
In the winter of 1969, when planning water conservancy projects, the leaders of the county reform committee considered that it would be very difficult to resume the construction of Hongqi reservoir. If the dam site of the reservoir is moved up 3 km to Pingqiao, where the river valley is narrow, the riverbed of the reservoir area is deeply cut, the bank slope is steep, and the bedrock is exposed, which only occupies more than 30 mu of cultivated land. To build a 50 meter high stone arch dam here, it must reach the scale of a medium-sized reservoir with a storage capacity of 13 million cubic meters. Therefore, it was decided to give up the construction of Hongqi reservoir and build Pingqiao reservoir instead. The ground was broken in a hurry without geological exploration. Due to the blindness and lack of scientificity, after drilling, it was confirmed that the geological conditions were too poor to build high dams. So it was shut down on November 2, 1972.
In 1972, according to the general plan of the Changzheng canal, "Hongqi reservoir is one of the melon forming projects of the South Main Canal of the Changzheng canal", the Zigong county headquarters of the Changzheng canal decided to resume the construction of the Hongqi reservoir in order to reasonably solve the irrigation water source of 268200 mu farmland in Fucheng, Chengjia district and Aiye commune and supplement the industrial water supply in Zigong.
On July 2, 1977, the Provincial Water Conservancy Bureau approved the preliminary design with the document of CHS (77) JZ No. 030. At the same time, the Provincial Planning Commission was included in the plan. In the same month, Hongqi reservoir was put into operation again, and the construction of the project was officially started. By November 1981, more than 3000 square meters of work shed had been built, 3000 meters of emptying tunnel had been dug, 218 meters of pouring tunnel length, more than 3100 cubic meters of concrete had been poured into the tunnel outlet chamber, and 14700 cubic meters of open channel and stilling pool bar and block stone had been built outside the tunnel. 324000 man days and 1441400 yuan invested by the state. In 1981, the state reduced the scale of infrastructure investment, and officially postponed the construction of the project in 1982.
Mount four times
During the period of suspension, the state allocated 210000 yuan to the reservoir every year for the preparation work before the restoration.
At the beginning of 1988, Shuangxi reservoir restoration office was set up in the county to be responsible for the preparation before restoration. In September 1989, Ji Jing'an (1989) Nong Zi No. 567 notice listed Shuangxi reservoir as a preparatory project, and required the reservoir to make good preparations for the construction. Since then, the fourth construction of Shuangxi reservoir has been announced. Vice Mayor Chen Guisheng will be the commander of the reservoir project headquarters.
In March 1991, due to Chen Guisheng's transfer, Li Fu'an, vice mayor, took over the post of commander. The personnel of the headquarters shall be transferred by the relevant units of the city or county.
The main project of shuangao reservoir project adopts the bidding method to select the construction team, and the bidding form is invitation bidding. With the approval of the bidding Office of the Provincial Department of water and electricity, seven bidding units were invited and the invitation for bids was issued on April 26, 1990. From May 3 to 6, the bidding conference was held. The construction enterprises participating in the bid issuing conference and receiving the bidding documents include: provincial water conservancy engineering company, mechanized construction company of the fifth Metallurgical Corporation, the Fifth Engineering Bureau, the seventh Engineering Bureau and the tenth Engineering Bureau of the Ministry of water and electricity.
After repeated discussion and analysis of the on-the-spot investigation of the construction unit, the fifth Hydropower Bureau was finally determined to win the bid. On July 20, Zigong Shuangxi reservoir project construction headquarters and the Fifth Engineering Bureau of the Ministry of water and electricity held a signing ceremony for the construction contract at the Great Hall of the county Party committee. Then, the construction team entered the site one after another.
In order to complete the dam filling task ahead of time, the temporary Party committee of the headquarters decided to divide it into several campaigns.
The first campaign, in order to ensure the dam to survive the flood, put forward the "back water battle", In the end, due to exceeding the approved construction organization design task ahead of schedule, the headquarters was commended by the Provincial Department of water and electricity and Zigong municipal government, and was rated as the advanced headquarters by the municipal important engineering office.
The second campaign was to attack the curtain grouting of dam foundation. After the victory of the first battle, the grouting task below the elevation of 379.6 meters of the river bed became very urgent again. Therefore, the headquarters gave the grouting team of Zigong water conservancy engineering company the task of curtain grouting of dam foundation the goal of "fighting hard for 100 days and winning 5000 meters" and "offering gifts 24 days ahead of schedule" and fighting all day and night in the hot summer. Finally, the task was successfully completed before October 1.
In the third campaign, the dam filling task was completed one year ahead of schedule. With the approval of the headquarters, it is agreed to complete the dam filling task one year ahead of schedule. At the mobilization meeting on September 20, commander-in-chief Li Fu'an called for "a hundred days of war and new year's Day gifts.". Zhang Xincai, Secretary of the county Party committee, congratulated on the victories of the first two campaigns, and asked the builders of Shuangxi reservoir to carry forward the style of fearing fatigue and fighting continuously, and the spirit of "unity, struggle and selfless dedication", so as to make new contributions to the arduous task of filling the dam. After the meeting, a construction boom was formed immediately.
With the concerted efforts of the builders, on the new year's day of 1992, the height of the dam exceeding the filling plan was 34.8 meters, the elevation of the Yellow Sea was 379.9 meters, the spillway excavation was 28.9 cubic meters, the curtain drilling was 11600 meters, and the grouting length was 8300 meters.
From January 1992 to the end of June 1992, in order to complete the dam filling, the height of the dam was 50m, and the total filling volume was 1.026 million cubic meters. City and county leaders came to the construction site to express sympathy and boost morale before the Spring Festival. At the same time, the headquarters and the construction unit took effective measures to increase the construction radian in sunny days, maintain the equipment and staff in rainy days, and implement three shifts of production. Due to specific measures and clear responsibilities, the dam filling task was finally completed 18 days ahead of schedule on June 12, 1992.
Shuangxi reservoir experienced four times of construction and three times of dismounting. Finally, within two years after the last time of construction, a dam with a height of 50 meters and a length of 410 meters was built 202 days in advance. Up to 1992, a total of 56.51 million yuan has been invested, including 12.61 million yuan in 1990, 22.5 million yuan in 1991 and 21.4 million yuan in 1992.
