At first, the three storey building with mixed structure, built in 1919-1921, was the headquarters of Kailuan Mining Bureau, and later served as the office building of Tianjin municipal Party Committee for many years. There is a ramp in front of the door, four classical terrazzo flower pots are built on both sides of the stone steps, 14 Greek ionic pillars with a height of 10 meters stand on the outside eaves of the building, and the roof is the eaves with a Pavilion floor.

At present, you can only stop outside to feel its atmosphere, and you can also walk along Tai'an Road, which is adjacent to it. The street is quiet and beautiful, and there are European style buildings on both sides.

Now it is a key cultural relic protection unit in China.

The Kailuan Mining Bureau building was built from 1919 to 1921 and designed by American engineers Edison and Dallas of the Department of British commerce and engineering.

Kailuan Mining Bureau building has a total construction area of 9180 square meters, the architectural style is Greek classical Renaissance style, three-story mixed structure. Kailuan Mining Bureau building faces north from south, long from east to west and rectangular in plane. Kailuan Mining Bureau building is solemn and solemn in appearance, with a ramp in front of the door, high stone steps and four terrazzo classical flower pots on both sides. On the first and second floors of the facade of Kailuan Mining Bureau building, there are 14 ionic colonnades with a height of 10 meters. The two ends of the colonnade are slightly protruding, and the corner of the wall is decorated with pilasters. The third floor of Kailuan Mining Bureau building is the eaves with Pavilion floor, and the eaves are decorated with teeth. In the middle of Kailuan Mining Bureau building is a three storey hall. Kailuan Mining Bureau building is supported by ionic marble columns. The column heads are made of copper plate with fine workmanship. The top of the hall of Kailuan Mining Bureau building is semicircular, with well shaped grid inlaid with colored glass. The crown is exquisitely carved. The interior of Kailuan Mining Bureau building is decorated with color mosaic and surrounded by marble walls. Office buildings are set along the periphery.
