Located at No.2 Xinmin Street, it was built in February 1933 and completed in 1936. It used to be the office building of the general affairs department and the Senate. Now it is the basic teaching building of Medical College of Jilin University. In 1983, the site was announced as a key cultural relics protection unit in Jilin Province. At present, it is one of 126 national key sites, Changchun patriotism education base and national second level key cultural relics protection unit. As the central organ of puppet regime of the puppet Manchukuo, the State Council of the puppet Manchukuo mastered the administrative affairs of the puppet Manchukuo, served for the Japanese militarism to invade the northeast, and committed heinous crimes during the 40 years of the fall of the northeast. The appearance of the former site and the Japanese parliament building in the same period share the same "Xingya" style, which has historical, artistic and scientific value. The architectural design style imitates the Japanese parliament building. The whole building is in the shape of Sichuan, with tower roof and smoke colored glazed tiles. There are five main floors on the ground and four wings on each side.
