Hengqin Island

Hengqin Island is divided into big Hengqin Island and small Hengqin Island. The two islands lie on the South China sea blue waves, and are named for their two Guqin. Hengqin Island

Hengqin Island, the largest island in Zhuhai, is located in Hengqin Town, Xiangzhou District, Zhuhai City, Guangdong Province, China, adjacent to Macao in the East. Hengqin Island is 8.6 km long from north to south, 7 km wide from east to west, and 76 km of coastline. After full development, it will reach 106.46 square kilometers, which is the largest island among the 146 islands in Zhuhai City and three times the existing area of Macao. The land available for development on the island is about 60 square kilometers, and there are still 40 square kilometers of undeveloped land.

On June 27, 2009, the National People's Congress passed a decision authorizing Macao to exercise jurisdiction over the new campus of the University of Macau in Hengqin Island, and to implement isolated management between the new campus of the University of Macau in Hengqin Island and other areas of Hengqin Island. On November 25, 2009, the office of the central organization establishment committee of the State Council approved the establishment of Hengqin new area. On December 16, 2009, the Management Committee of Hengqin new area was officially established in Hengqin Island, Zhuhai City. It is an agency of Guangdong Provincial People's government and entrusted to Zhuhai Municipal People's government for management. The specification is deputy department level.

Historical evolution

In the 1970s, the big and small Hengqin islands were reclaimed by the way of reclamation sent by Shunde. The reclaimed land became part of today's central ditch. The big and small Hengqin islands were reclaimed into one island, today's Hengqin Island. from now on

Hengqin Township People's government was established in March 1987.

In March 1989, the township was removed and Hengqin town was under the jurisdiction of Xiangzhou District.

In 1992, Hengqin island was designated by Guangdong Province as one of the four key development zones to expand the opening up.

In August 1992, the Management Committee of Hengqin Economic Development Zone was officially established as an agency of Zhuhai municipal Party committee and government.

At the end of 1998, it was designated as one of the five major economic functional areas in Zhuhai. The whole district has a town and three neighborhood committees, and 12 natural villages under the jurisdiction. The population of the whole district is more than 6500, of which more than 3500 are registered residence.

On June 24, 2009, the executive meeting of the State Council discussed and passed in principle the overall development plan of Hengqin, which decided to bring Hengqin Island into the scope of Zhuhai Special Economic Zone and implement line management of port setting and customs clearance system.

On June 27, 2009, the ninth session of the Standing Committee of the 11th National People's Congress voted and passed a decision on 27, authorizing the Macao Special Administrative Region to exercise jurisdiction over the new campus of the University of Macau on Hengqin Island, and implementing isolated management between the new campus of the University of Macau on Hengqin Island and other areas of Hengqin Island. This means that part of Hengqin Island will become a new area for the implementation of "one country, two systems".

Hengqin Island is the largest of the 146 islands in Zhuhai. It is only one river away from the three islands of Macao. Hengqin Island has many bays, sandy beaches, jagged rocks and fresh air. It is 3 km from Macao airport, 8 km from Zhuhai airport and 41 nautical miles from Hong Kong.

The island is 8.6 km long from north to South and 7 km wide from east to west. The planning area is 86 square kilometers, and the land available for development is 402 square kilometers. There are Hengqin port, a national first-class port, Lianhua bridge connecting Macao, and Hengqin oyster, a famous seafood delicacy. At the end of 2008, there were 3 communities and 12 villages with a population of 7585, including 4203 permanent residents.

Hengqin Island is adjacent to Hong Kong and Macao. It used to be two islands: big Hengqin Island and small Hengqin Island. Hengqin port was opened on March 28, 2000. Hengqin port is the second land channel for Macao to connect with the mainland. At the same time, it is also one of the most important ports for Taiwan compatriots to and from the mainland via Macao International Airport and Lianhua bridge. 18 passenger clearance channels will be built in the entry-exit Hall of the new joint inspection building at Hengqin port, including 12 manual clearance channels and 6 self-service clearance channels. The designed clearance capacity of the building is 70000 passengers per day. There are 10 passageways for entry-exit passengers and trucks, with 10000 vehicles per day. Hengqin Economic Development Zone

Hengqin Economic Development Zone is located on Hengqin Island. The government has invested nearly 2 billion yuan in its construction. More than 30 square kilometers of land have been reclaimed from the sea, with a total investment of 3.25 billion yuan, including 2.343 billion yuan of infrastructure. Lianhua bridge, Hengqin port and Hengqin bridge connecting Macao with the urban area have been built. A number of road projects have been built, such as the North Road around the island. Tariff policy

1、 Import tax policy

Except as otherwise provided by laws, regulations and current policies, the import tax policies of Hengqin development shall be handled in accordance with the following provisions:

1. The following goods related to production entering Hengqin from abroad shall be subject to record management and tax exemption: machinery and equipment required for productive infrastructure construction projects in Hengqin district (hereinafter referred to as "the district") and infrastructure materials required for construction of production plants and storage facilities; machinery, equipment, molds and spare parts for maintenance required for operation of production enterprises in the district; research and development in the district To deliver the machinery, equipment and other goods needed for import by design, inspection and maintenance, logistics, service outsourcing and other enterprises. Please refer to Article 2 of this Circular for the list of non duty free goods in the "first line".

2. The following goods related to production entering Hengqin from abroad shall be subject to record management and bonded: raw materials, spare parts, components, packaging materials and consumable materials needed by enterprises in the zone for processing export products; goods imported by logistics enterprises in the zone for circulation. See article 3 of this Circular for the list of goods not bonded in the "first line".

3. Goods entering the mainland from Hengqin shall go through the import declaration procedures according to the relevant regulations, and be taxed according to the actual inspection status, except for the "front line" goods that have been taxed, such as consumer goods.

4. If Hengqin enterprise sells duty-free and bonded goods (including goods produced with duty-free and bonded materials) to individuals, it shall make up the corresponding import tax according to the relevant provisions of imported goods
