On January 10, 1999, it was announced as a provincial cultural relics protection unit by the people's Government of Heilongjiang Province. Located in the square in front of Heilongjiang Provincial Museum, Nangang District, Harbin city. The Soviet headquarters in Kazakhstan was established in November 1945 to commemorate the Soviet officers and soldiers who died in the war against Japan. The monument is composed of the pedestal, the body and the top of the tablet. The pedestal is square. The body of the tablet is square and made of granite. It is beautiful and solemn.
The Chinese translation of the inscription is "for the sake of the union of Soviet Socialist Republics and independence, the heroes who died in the war are immortal". Under the Russian inscription on the body of the tablet, there is another Chinese inscription: "for the sake of China's freedom and independence, the Soviet heroes who died in the war of liberating Northeast China will live forever, September 20, 1950.". There is a bronze plaque on the front and bottom of the pedestal, with the Chinese inscription "the Soviet headquarters built this monument to commemorate the Red Army soldiers who died in the war against Japanese imperialism, and held a memorial ceremony on the 28th anniversary of the great October Socialist Revolution of the Soviet Union, November 7, 1945". In the middle and lower part of the monument, there is a relief of the Soviet army fighting on both sides. On the top of the monument are sculptures of two Soviet army and navy soldiers holding high the national emblem of the Soviet Union. On the Soviet Army Day in February every year, local party and government leaders come here to present flower baskets.
