The memorial hall of the Northeast martyrs was initially built as the library of the special region of the eastern province. The construction started on June 1, 1928 and was completed in the first half of 1931. After Japanese imperialist forces occupied Northeast China, they were occupied by Harbin Police Department of Manchuria in 1933. Since then, it has become an evil place for the Japanese aggressors to brutally suppress the Chinese people. Countless Communists and patriots who fought bravely against the Japanese aggressors were imprisoned and tortured to death here. After the liberation of Harbin in 1946, in order to remember and commemorate the revolutionary martyrs who died in the Anti Japanese War and the early liberation war in Northeast China, the Northeast administrative committee decided to build a memorial hall for Northeast martyrs on the basis of the former site of Harbin Police Department of the puppet Manchuria state, which has been used up to now. With a construction area of 5040 square meters, the whole building is designed by Russian architect zhidanov, which is a eclectic architectural style dominated by Western European classicism. The exhibition hall covers an area of 2334.96 square meters and can be visited by 1000 people at the same time. In March 2013, the former site of Harbin Police Department of Manchukuo was announced as the seventh batch of national key cultural relics protection units by the State Council.
Since its opening in 1948, the Northeast martyrs memorial has received more than 30 million visitors from all walks of life, including foreign guests, overseas Chinese and compatriots from Hong Kong, Macao and Taiwan from more than 90 countries and regions. More than 100 revolutionaries of the older generation, including Zhou Enlai, Liu Shaoqi, Peng Zhen, Luo Ronghuan, Li Jishen, Guo Moruo and other well-known figures from all walks of life, visited the museum and left precious poems and inscriptions. In 2009, Xi Jinping visited the museum and presented a flower basket to the statue of the unknown hero.
