In the eighth year of the reign of Emperor Guangxu of the Qing Dynasty, a man named Huang Fengchang came to Taiwan and wrote a Book of miscellaneous notes of Taiwan and a poem of deer beating in Luzi Harbor: "the mountains are surrounded by the sea, the water flows in the sea, and the women are in the soup boat at night. It's good for deer to come and go, and the song is extremely loud." Among them, it is not hard to imagine the leisurely life of the indigenous people at that time.

In 1783, general Yongde of Fujian Province set up the main entrance, saying: "when you go to luozhanghua and other branches of Beilu, you go abroad from Lukang...". During the reign of Emperor Guangxu, due to the gradual congestion of the port, shipping was gradually replaced by Chongxi port, 4 kilometers west of Lugang street.
