Baishi reservoir is located on the main stream of Daling River in Beipiao City, Liaoning Province. It is located in Chaoyang, Fuxin and Jinzhou, with convenient transportation and superior geographical environment. Baishi reservoir is a large-scale water conservancy project mainly for flood control, irrigation and water supply, taking into account the comprehensive utilization of power generation, breeding, sightseeing and tourism. The reservoir has a total storage capacity of 1.645 billion cubic meters and a controllable drainage area of 17649 square kilometers. The scale ranks the third in Liaoning and the first in western Liaoning.

Brief introduction of the project

The main stream of Daling River is a large-scale water control project, which is mainly for flood control, irrigation and urban water supply, and also for power generation, fish culture and other comprehensive utilization and regulation for many years. Located in Beipiao, Chaoyang City, Liaoning Province, the dam site is 46 kilometers away from Beipiao City and 45 kilometers away from Yixian County.

The project was first built in May 1995, and was officially impounded in August 2000. It was basically completed at the end of the same year. The catchment area above the dam site is 17649 square kilometers. The reservoir is designed according to the flood with a return period of 500 years and checked according to the flood with a return period of 5000 years. The total capacity of the reservoir is 1.645 billion cubic meters, including 389 million cubic meters of flood control capacity, 870 million cubic meters of profit making capacity, 130 million cubic meters of dead capacity, and 528 million cubic meters of annual average water regulation. The water area is about 80 square kilometers.

The main project is composed of barrage, bottom outlet for flood discharge and sediment discharge, overflow surface outlet, hydropower station and water intake. The dam is a RCC gravity dam with a maximum height of 49.3m and a crest length of 513m. There are 12 bottom outlets for flood discharge and sand discharge. The inlet of the bottom outlet is 4m wide and 7m high. The maximum discharge is 6013m3 / s. There are 11 overflow surface outlets, with a total net width of 132 meters; radial steel gates are set, each of which is 12 meters wide and 15.8 meters high, with a maximum discharge of 20613 cubic meters per second. Three units are installed in Bahou hydropower station, with a designed annual power generation of 22.13 million kwh. The designed daily water intake capacity of the water intake is 300000 tons.

The reservoir will protect 65000 hectares of arable land in Yixian and Linghai, Liaohe Oilfield, Shenshan and Jincheng railway bridges, Beijing Shenyang Expressway Bridges, Qinhuangdao Shenyang high-speed railway and other national large enterprises and important transportation facilities. The reservoir raises the flood control standard of the downstream from 20-year return period to 50 year return period.

The reservoir provides 202 million cubic meters of urban water to Fuxin, Jinzhou and other cities every year, and provides 267 million cubic meters of agricultural water to Liaohe River Delta, alleviating the serious water shortage in western Liaoning. The reservoir has 4533 hectares of water for fish culture, with an annual output of 340 tons of commercial fish.

Liaoning Provincial Museum of paleontology, surrounded by water on three sides, stands at the upstream of the reservoir. You can take a boat to Huining temple, the provincial key cultural relics protection unit, and drive to the famous Dafo temple in Yixian County. Liaoning Xinxing economic and Trade Development Co., Ltd., founded by Baishi Reservoir Construction Administration Bureau, integrates engineering, breeding, tourism and property management. It has built a cold storage of 800000 kcal, a nursery stock base of 300 mu, a vegetable greenhouse of more than 50 mu, and invested 50 million silverfish. On October 31, 2009, the first phase of the water diversion project with a total investment of 570 million yuan in Fuxin city was officially completed. Fuxin's 1.93 million people's 12 year long dream of "Yinbai" has finally come true. This project will divert 165000 tons of water from Baishi reservoir every day, which will be continuously supplied to Fuxin City, effectively alleviating the problem of water supply. Fuxin white water diversion project is a key project supported by the state for Fuxin's economic transformation. It is also the largest water conservancy infrastructure construction project invested by Fuxin city since the founding of the people's Republic of China. It is an important infrastructure and guarantee condition for Fuxin city to realize its economic transformation and "breakthrough Fuxin" strategy. Its completion and water supply marks that Fuxin's urban infrastructure construction and water resources utilization have entered a new historical development stage.

Fuxin is located in the northwest of our province, which is a serious resource-based water shortage city. According to the results of the second evaluation of water resources in Fuxin Province, the total amount of water resources in Fuxin city is only 842 million cubic meters, and the water resources per capita is only 439 cubic meters, which is 1 / 2 of the provincial per capita and 1 / 5 of the national per capita. The per capita share of groundwater resources in the urban area is only 15 cubic meters, which is an area with absolute shortage of water resources. Drought and water shortage have seriously hindered the development of industry and agriculture and affected people's life. Fuxin coal production, coal mining, power generation and large industrial projects need water. As the problem of water can not be solved, many large projects pass by Fuxin. The shortage of water resources has become the bottleneck of economic and social development in Fuxin.

In 1994, Fuxin Municipal Party committee and government made a decisive decision to prepare for the construction of Baishi water diversion project, which made the preparation work of Baishi water diversion project and Baishi Reservoir construction proceed simultaneously. Baishi reservoir, located in Baishi Village, Shangyuan Town, Beipiao City, is one of the large-scale water conservancy projects in our province. The reservoir began to be built in 1994 and completed in 2000. It is a key project of water resources development and construction in our province during the Ninth Five Year Plan period. The total capacity of the reservoir is 1.64 billion cubic meters. Baishi reservoir is close to Fuxin city because of its large regulating water volume and high water supply guarantee rate, so it becomes the first choice to supplement water resources in Fuxin city.

In 1995, the provincial government approved the requirement of daily water intake from Baishi Reservoir in Fuxin city. In the design and construction of Baishi reservoir, the water intake of "diverting Baishi into Fuxin" was specially reserved.

On June 6, 2006, the first phase of Fuxin white water diversion project officially started construction, with more than 80 kilometers of construction site in full swing. In the next three years, the 80 km long water pipeline laying, water test and pressure boosting, well chamber masonry, valve installation, backfill and reclamation tasks of the water diversion project were completed one after another. By the first half of this year, the water treatment plant, the terminal project of Fuxin white water diversion project, was completed, and the whole project was completed as scheduled.
