Tower octagonal seven Pavilion style, thick brick solid, about 18 meters high. Each floor has an angular waist eaves. Except for the small niches on the lower two floors, there are pot door niches or brick carved Kuixing statues on each side. From bottom to top, each layer of the tower shrinks one by one. There are brick leaning columns at the corner of the tower. The waist eaves of each layer are decorated with sawn red bricks, and the second and third layers are decorated with small pot door niches and square brick Kuixing kicking bucket statues in the middle. In the "Cultural Revolution", some bricks and stones in the foundation of the tower were excavated. In 1979, the bottom layer was sealed with cement. The pagoda is well preserved with exquisite Kuixing brick carvings. It is one of the only two ancient pagodas in Deqing County. According to the records of Jianzhi in volume 3 of new records of Deqing County of the Republic of China, the civilization tower is in the sun of xialan mountain. Each layer of tower brick has Kuixing statue. At the top of the tower, the light was blown away by the strong wind. The temple under the tower is now abandoned. The above continued Hou Zhi. The construction of the tower was initiated by the then magistrate Lian Jifang and Jiaoyu Peng tongkui. It was started in March and completed in August.
The bottom of the tower was sealed with cement in 1979. In 2008, due to the disrepair and serious damage of the tower, the lack of Wai corridor, brick falling from time to time, the serious damage of Tasha eaves and the dense trees on the top of the tower, Deqing County Museum entrusted Zhejiang Yunbi cultural relics and Ancient Architecture Engineering Co., Ltd. to restore and reinforce the tower, and restore the Tasha, eaves and the corridor of the first floor of the civilized tower.
