On June 21, 1988, Wu Guanzheng, then governor of Jiangxi Province, exchanged memoranda with shangsongyang assistant governor of Gifu County, and formally concluded friendly provincial county relations. On June 18, 1993, at the ceremony of the fifth anniversary of friendship between the two provinces and counties, vice governor Shu Shengyou and deputy governor Tadao Iwasaki exchanged a memorandum on the construction of the Sino Japanese Friendship forest, and officially determined that the Sino Japanese Friendship forest, covering an area of 100.7 hectares, will be built in the Meiling scenic spot Xiyao lake. The Japanese side bears the construction fund of 10 million yen, and the Chinese side bears the cost of land preparation, tree tending and protection, and facility maintenance and management.
The Sino Japanese Friendship forest monument, which was completed in October 1993, is 6.8 meters high, 2.4 meters long and 1.65 meters wide. It is located on a base with a height of 1.05 meters and an area of 125 square meters. The image of the monument is a blooming flower, implying that the friendship between the Chinese and Japanese people is as pure, beautiful and never withering as a flower. On the white marble on the north and south sides of the monument, there are Chinese and Japanese steles inscribed by Governor Wu Guanzheng and the governor of Gifu county. On the East and west sides of the marble, the brief introduction of the Sino Japanese Friendship forest is carved in Chinese and Japanese respectively.
Since March 1995, a total of 14739 tree species have been planted, including Japanese cherry blossom, Chinese plum blossom, Ginkgo biloba, Liriodendron, red maple, slash pine and Pinus taiwanensis.
