Wu Liande was the first Chinese to get a doctor's degree from Cambridge University. He was hired back to China in 1907. In 1910, he was appointed as the chief medical officer of epidemic prevention by the Qing government. He was not afraid of difficulties and dangers, and took a variety of scientific prevention and control measures. In only four months, he conquered the plague that shocked China and foreign countries, and saved mankind from the plague again Known as "plague fighter". In April 1911, at the Fengtian international rodent research conference, experts from home and abroad reached a consensus, suggesting that the Chinese government should set up permanent epidemic prevention institutions in the eastern province to prevent the epidemic from making a comeback. In July and August 1911, Wu Liande, with the consent of the Qing government, set up the epidemic prevention department of the three eastern provinces in Hongjun Street (the former customs building) of Harbin. In 1912, the Binjiang hospital was built (now No. 140 Baobao street, Daowai District), and the epidemic prevention department of the three eastern provinces moved into the hospital, forming a "two in one" epidemic prevention organization of the hospital and administration. Its function is to provide medical service at ordinary times, prevent epidemic at epidemic time, monitor epidemic situation in all parts of the three eastern provinces, and protect people's health. In the same year, Wu Yuling, the eldest daughter of Dr. Wu Liande, was born here. After the September 18th Incident, the epidemic prevention department was forced to disband. Since then, the changes of the original buildings have not been verified.
