Evolution of organizational system

At the beginning of the rise of Nanzhao in the early Tang Dynasty, Shaxi was a "Zhao" (yiluoshizhao) in the northern part of the Erhai Lake Basin, which was the governor's office of jiannandaoyao Prefecture, commanding the western part of Chuxiong prefecture to the Jimi Prefecture of the ethnic minorities in Dali Prefecture.
