Introduction to the residence
Yuyuan residence is the former residence of Liu Jianxun, a famous doctor of the Republic of China. In 1904, Liu Benyu, the father of Liu Jianxun, was sent to the Japanese army sergeant school to study. During his study, he joined the alliance. After returning home, he bought a residence at No. 1 diaomazhuang, Changsha. After that, Liu Benyu took part in the 1911 Revolution, the war to protect the nation, the war to protect the law and the northern expedition. He served as the president of Hunan army hospital and the general headquarters of the national revolutionary army. He bought an old house at No. 1 diaomazhuang to live in. In 1938, the old house was destroyed in Wenxi fire. In 1945, Liu Jianxun rebuilt a three Bay brick and wood structure Chinese style residence on the burned site of diaomazhuang No. 1, named "Yuyuan"
.
Protection process
The word "Yu Yuan" is engraved on the tall and heavy stone lintel. Between Huangxing Road and cai'e Road, the old house is surrounded by green brick walls, red brick bungalows, small green tiles and sloping roofs. "Flowing water with flowers through the alleys, returning to the clouds, embracing trees and falling into the mountain village." There are old couplets on both sides of the gate, which tell us the remarkable history and culture of the mansion.
Changsha is an ancient city with a history of more than 2000 years. The incumbent leader pointed out that cultural relics should be protected, the cultural heritage of the streets should be protected, and the historical characteristics should be highlighted in the reconstruction of back streets and alleys. However, only a few years later, some streets, alleys and residences that were painstakingly protected and spent a lot of money were completely demolished in the "old city reconstruction".
Liu Qiyan, now a white haired man, said his father, Liu Jianxun, was the president of Hunan public hospital and actively rescued the democratic people who took part in the peaceful uprising in Hunan Province in 1949. After liberation, it has been protected by the United Front Policy of the state, and the property right and use right of Yuyuan have been respected. The old residence has also been rated as one of the best preserved residence buildings of the Republic of China in Changsha by many cultural and historical experts in Hunan Province. In 2005, Yuyuan mansion was listed as the historical street protection building in Changsha and the second batch of modern protection buildings in Changsha. In June 2010, Changsha Municipal Bureau of cultural relics announced it as a general immovable cultural relic.
However, shortly after it was identified as an immovable cultural relic, the collection headquarters of the organic shed renovation project in gudaoxiang, Tianxin District, Changsha City (hereinafter referred to as the shed renovation headquarters) officially announced that Yuyuan mansion would be listed as a collection house.
On March 10, 2011, Changsha Urban Housing Demolition Management Office issued an announcement that Yuyuan mansion would be included in the evaluation object. On March 24, Hunan CITIC Real Estate Appraisal Co., Ltd. issued the announcement of preliminary results of household appraisal of housing expropriation, which showed that the appraisal unit price of Yuyuan mansion was 4531 yuan / m2, and the appraisal value was 1055542 yuan. So far, the collection work of Yuyuan mansion has officially started and is expected to end before the end of June this year.
The relevant person in charge of the shed reform headquarters said that the Yuyuan residence is already within the red line of the shed reform project, and most of the houses around the residence have been expropriated. If the Yuyuan residence is not expropriated, other residents will have opinions. "Moreover, after the democratic process of hearing and publicity in the early stage, the collection is now a compulsory administrative act. According to the relevant provisions, if the property owner does not cooperate, the government can apply to the court for compulsory collection. ". He said that as for what the Yuyuan mansion would do after being expropriated, "it is not up to the headquarters to decide.".
The media's continuous reports have attracted the attention of cultural relics protection departments at all levels. Hunan Provincial Bureau of cultural relics wrote a letter to Changsha municipal government, asking it to order the relevant departments to properly protect the Garden Mansion. On April 7, Yuyuan mansion was listed as "Changsha immovable cultural relics site". According to the relevant person in charge of Changsha Municipal Bureau of cultural relics, as a general immovable cultural relic, Yuyuan residence has a unique preservation value in Changsha's husband's residence because of its architectural integrity, "we must strive to protect Yuyuan residence".
present situation
On April 19, the reporter visited the ancient roads and alleys in Tianxin District and found that most of the houses around the residence have been demolished, including some relatively new buildings with bricks, tiles and garbage piled up everywhere. The word "levy" was also printed in front of several surrounding residential houses, and the court's enforcement notice was also posted. Blue fences have been erected on both sides of some houses that have not been demolished. The staff of the shed reform headquarters were very alert to the reporter's visit, claiming that the responsible personnel were all outside for the meeting.
As for the fate of Yuyuan mansion, Gong, Vice Minister of Publicity Department of Tianxin District Party committee, said that the expropriation and demolition can not be equated, but the district is only responsible for the expropriation. As for the local planning and construction, it is said that the Municipal Planning Bureau is taking the plan. Experts and personnel from all parties will be organized to decide whether the residence should be preserved or abolished.
Views of all parties
Chen Xianshu, an expert in Changsha's culture and history, said sadly: "the most urgent thing for these old mansions is not to say anything about protection, as long as they can not be demolished, it's very good." "People think that the Wenxi fire burned down the whole city of Changsha. In fact, there are large areas of the old Changsha city that have not been burned down, and some old buildings have been restored after the fire, so Changsha still retains the original street pattern and spatial texture of the ancient city after the fire." Chen Xianshu said that the central position of Changsha City has not changed after more than 2000 years, which is not many of the big cities in the world. Before the 1980s, although some old buildings were destroyed during the "great leap forward" and "Cultural Revolution", the old urban area still retains its traditional historical features. "But in recent years, many cultural relics, blocks and buildings with landmark value have been damaged due to development and construction. Zoumalou, ganziyuan, Yingpan street and other old streets have only one name left in just a few years.
Some legal scholars in Hunan have questioned the legal procedure of the expropriation or demolition of ancient residence buildings. Huang Jie, President of the Procedural Law Research Association of Hunan law society, pointed out that the law stipulates that in the expropriation of non-state-owned property by the government, the public interest must have a clear direction, and should have two important points: "the government provides specific public services and cannot meet the interests of itself and the special contact subjects". At the same time, the transformation of shanty towns should be beneficial to the indigenous people first, and then all the people can enjoy it. Now, many of the actual results are that the interests of indigenous people are damaged, and it is difficult to directly measure whether other people benefit. The real beneficiaries are the capital interest groups that earn wealth from them. For example, the price of a square in Hexi is 3800 yuan / square meter, and the investment is 68000 yuan / square meter. This kind of expropriation has become a kind of behavior mode of fishing for fame. It is suspected that bureaucratic interest groups and capital interest groups unite to rob people's property. The expropriation behavior must be restricted from the system and social forces.
Demolition profit
It is understood that the disappearance of ancient buildings is not a unique phenomenon in Changsha. Zhou Dunyi, the author of the famous historical article "on the love of Lotus", whose summer resort is Hengyang City "love lotus hall", was forced to demolish due to development and was rebuilt nearby. In the past, the lotus pond, which used to be "out of the mud but not dyed, and clean the ripples but not demon", has become the memory in textbooks and the place for many real estate developers to dig for gold. In the soft articles of some real estate projects, the "Ailian hall" of Zhou Dunyi has become a gimmick for investment promotion.
Liang Xiaojin, who has visited every old building in Changsha since 1992, points out that the title of Changsha as a famous historical and cultural city will have a false name if the demolition of the old museum is not stopped. In his opinion, behind the booming real estate development is the rapid growth of GDP; behind the precarious husband's Pavilion is the soul and root of a city.
Behind the frequent incidents, some local leaders are driven by the irrepressible "GDP impulse" and eager for success in urban development. According to media reports, 655 cities across the country are "going to the world", and 183 cities want to build "international metropolises". However, according to the current speed of constructive destruction and destructive construction in many cities, within a hundred years, only the names of "famous historical and cultural cities" will be left to the younger generation.
In fact, the long-term effect of cultural heritage protection in economic construction has been a valuable experience of many countries. In Europe, France and some other countries are devoting themselves to the protection of cultural heritage in economic development and urban development. Decades later, both the government and the public have found that the place where great efforts were made to protect cultural heritage is the place where today's social and economic benefits are the best, and where productivity development is the most effective and lasting.
