Jibei Shihu cultural center was officially established in December 1993. It uses the conference room attached to the Jibei tourist center of Penghu National Landscape Management Office of the Ministry of communications as an indoor exhibition hall to display pictures, documents, small fishing gear and models related to the Shihu fishery. It also regularly plays Shihu movies for visitors to have a preliminary understanding of Jibei's Shihu fishery. In addition, the residents will be mobilized to participate in the renovation and maintenance of the existing Shihu along the coast of Jibei island in the way of "employing workers to take care of materials" every year, so as to restore the fishing function of Shihu and turn the Shihu group along the coast of Jibei island into a local ecological museum.
After 1995, the cultural center put forward the idea of building the corridor and open space in front of the exhibition room as an outdoor exhibition park, and put it into practice the next year. In addition to displaying large-scale maps and photos of Shihu in the hall, the entrance of the corridor is arranged as an experience area for Shihu building materials, and a Shihu model equipped with various "Shanghai patrollers" is set up on the front lawn. Since 1997, a signboard of "Shihu classroom" and six billboards of "hucuo" have been set up on the north coast of Jibei, so that tourists can visit the scenery of the north coast and know more about Shihu.
