In order to build a new socialist countryside with low carbon and environmental protection, according to the relevant standards formulated by the Ministry of agriculture, China Association for the promotion of village community development plans to build 100 "China Agricultural Parks" in five to eight years.

The Ministry of agriculture has formulated relevant standards for agricultural parks in 2008. Five units, including China Association for the promotion of village community development and Asia Pacific Environmental Protection Association, have jointly formulated the index system for the establishment of agricultural parks in China. The system includes eleven evaluation indexes, such as beautiful rural scenery, rich farming culture, unique folk customs and historical heritage inheritance.

Scope of application

Villages, communities and towns in the whole country, and rural tourism scenic spots combined with new rural construction and agricultural industrialization.

Declaration conditions

(1) the scenery, scenery, customs and customs related to rural and agricultural culture have the resource endowment and basic quality to attract the vast number of tourists; (2) the agricultural industry (including agriculture, forestry, animal husbandry and fishery) must be an important aspect in the industrial structure; (3) there are basic requirements and considerations for the implementation of green civilization and sustainable development in rural areas; (4) planning layout and development and construction with the scope of village as the main body; (5) try to retain the original ecology of the original farmers and their living environment, and the living scenes of farmers should be activated and melted in the sightseeing system of agricultural parks; (6) have relatively perfect management institutions.

Evaluation criteria

(1) beautiful countryside. There are strong attractive rural beauty, landform beauty, water beauty and community beauty. (2) strong farming culture. There are places to display traditional farming culture and modern farming culture. (3) unique folk customs. Featured food culture, featured production customs, featured living habits, featured festivals, featured folk crafts, featured village rules and regulations, featured buildings and human settlements. The external public praise is good. (4) effective inheritance of historical heritage. The protection and inheritance mechanism of rural heritage is sound, the protection and inheritance measures are perfect, the protection and inheritance effect is good, and there are corresponding honor of rural heritage protection and inheritance. (5) the development of industrial structure is reasonable. The protection of cultivated land and agricultural and forestry land is good, and the agricultural industry (agriculture, forestry, animal husbandry and fishery) and internal industrial structure develop harmoniously. (6) optimization of ecological environment. The ecological environment of community, industrial area and tourism service area is good. (7) the economic entities in the region have strong strength. The economic organization is advanced, the economic industrial structure is reasonable, the economic management mode is sound, and the total amount of economic development is in the leading position in the region at the same level. (8) the living happiness index of residents in the district is relatively high. Residents' per capita housing area, employment rate, per capita income and children's enrollment rate are at the leading level in the same level. 9. Perfect service facilities. There are relatively complete road and bridge facilities, accommodation and reception facilities, catering service facilities, entertainment and leisure facilities, shopping and consumption facilities, management and guide facilities, travel transportation facilities, communication and video facilities, and health care and rescue facilities. 10. Good brand image building. It has distinct and distinctive brand image of leisure agriculture and rural tourism, with wide communication power and strong reputation. (11) coordination of planning and design. The existing planning and design meet the requirements of national agricultural park standards. Declaration procedure

（1） The applicant voluntarily signs up, fills in the application form of national agricultural park, arranges the application materials in the form of report, and uses the reasonable collocation of words and pictures to bind them into a volume for expert evaluation. (2) the tourism and agriculture departments of counties and districts shall jointly conduct the preliminary examination according to the materials submitted by the application units, fill in the recommendation opinions in the application forms, form the recommendation reports, and submit them to the Municipal Tourism and agriculture departments respectively. One unit is recommended for each county.

Assessment method

（3） The Municipal Tourism and agriculture department shall organize relevant experts to conduct field investigation and investigation according to the materials submitted by the application unit and the recommendations of the county and district tourism and agriculture departments, and comprehensively determine the evaluation results. According to the evaluation results, the pilot sites of national agricultural parks were determined. According to the National Agricultural Park application and evaluation system, the candidate sites determined by the evaluation should be guided and improved, and reported to the agricultural and Industrial Office of the provincial Party committee and the Provincial Tourism Bureau for relevant policy support. Meanwhile, the candidate sites should be reported to the China Association for the promotion of village development to apply for the qualification of the founding unit of China Agricultural Park.
