The monument is located in the west hill of Huludao port wharf. Under the cliff is the rough sea, and in the southwest is the coastal slope. This monument is a relic written by general Zhang Xueliang and personally unveiled at the commencement ceremony - Huludao port construction commencement monument. In 1988, it was listed as a provincial cultural relic protection unit. The monument is located in the pavilion. The stone tablet is 18 meters high, clean and serious, beautiful and generous. The base of the pavilion is round, 72 meters in diameter, with three steps on the edge. A 0.7-meter-high square wall is built on the platform with passages on all sides. Four 26 meter high concrete square columns support the beam frame. The pavilion is covered with steep slopes on all sides. The cornice is upturned and there is a round wedge on the top. The pavilion is 5 meters high and covers an area of 43 square meters. The white jade stele of the Han Dynasty in the pavilion is a flat cuboid with double shoulders on both sides and decorated with double round stripes. It stands on a rectangular base, surrounded by eight white granite square columns, and is pulled into an octagonal guardrail with iron chains. The monument is 1.35 meters tall, 0.66 meters wide and 0.25 meters thick. On the front of the stele, there are nine big characters in official script "Huludao port construction started commemoration", and on the back there are eight lines of regular script written by general Zhang Xueliang, totally 219 characters. The monument is a cuboid with a height of 0.45 meters, a length of 0.73 meters and a width of 0.36 meters. On the front of the pedestal, 12 regular script characters are inscribed in a vertical line from the right: "the Republic of China was founded on July 2, nineteen.". The date code of "1930" in bold type is engraved on the back of the pedestal, and shield shaped cloud pattern is carved on both sides. Facing the East, the stone faces mountains in the north, Bohai Sea in the south, city streets and factories in the East, and mountain road in the West. It is an ideal monument site with high and flat terrain, sheltered from the wind and sunny, and quiet environment.
